- Solicitation Notice - Project YTPM 16-0001, Maintain Pavement Markings and Rubber Removal, Airfield, Roads and Parking Areas at Westover Air Reserve Base, Chicopee, MA. This project is being solicited as a 100% Total Small Business Set-Aside. The small business size standard applicable to this project is $36,500,000.00 and the NAICS (North American Industrial Classification System) Code for this solicitation is 237310. The solicitation is included in this package. This solicitation is issued as an Invitation for Bid (IFB) to award a single firm fixed-price contract. The bid opening will take place on 15 June 2017 at 2:00 EST. Performance period will be thirty (30) calendar days from issuance of the Notice to Proceed. There will be an organized site visit planned for this solicitation on 25 May 2017 at 10:00 AM EST. Anyone wishing to attend this site visit is requested to notify this office 24 hours in advance. Those individuals wishing to attend must meet at the Operational Contracting Office, Westover Air Reserve Base, Chicopee, MA 01022-1507 AT LEAST 15 minutes ahead of the scheduled time. The work called for in this contract requires extensive scheduling and coordination because of the daily airfield operations. The commercial contractors that provide this service will develop work schedules that require flexibility of programming for the clients. It is in the best interest of the government to schedule work prior to signing the Notice to Proceed. In accordance with the FAR 36.204 and DFARS 236.204, the estimated magnitude of construction is between $250,000.00 and $500,000.00. This project is not subject to any statutory cost limitation. There is no Government Furnished Property supplied for this project. Interested bidders must have an active registration in the System for Award Management (SAM). Firms can register via the SAM internet web-site at https://www.sam.gov/portal/public/SAM/. If the bidder has a Joint Venture (JV), the JV must have a valid SAM registration in the SAM database representing the JV as one business/firm/entity. If at the time of award a bidder is not successfully and actively registered in the SAM database, the Government reserves the right to award to the next prospective bidder. The solicitation including the bid package, wage rates, specifications and drawings is posted at this site for review and download. All contractors and subcontractors interested in this project must register at this site https://www.fbo.gov. It is the offerors responsibility to check the website periodically for any amendments to the solicitation.
