- This is a combined synopsis/solicitation for commercial services prepared in accordance with the format in FAR Part 12.6, as a supplemented with additional information included in this notice. This announcement constitutes for only solicitation; proposals are being requested and a written solicitation will not be issued. The solicitation number is HQ0034-17-R-0134. This solicitation is a request for quotation. This is a set aside for small business and not considerd to be full and open. This solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-95. The North American Industry Classification System (NAICS) code 541921 Portrait Photograpy Services. Small Business Standard is $7,500,000.00. The Washington Headquarters Services, Acquisition Directorate (WHS/AD), 1155 Defense Pentagon, DC 20301, intends to procure services to provide photographic artist services to create high-quality, retouched, digital portraits of judges; provide digital restoration of historic photos and current photos of the courts dating back to its establishment; framing of the digital portraits; framing and matting of the restored photos; and hanging the digital portraits and restored photos in designated locations in the USCAAF courthouse. The Government anticipates awarding firm fixed price contract for this requirement, with a 12 month base period and four (4) option years. The anticipated start date is June 01, 2017.
