Description
This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-94, 95 (effective 1/19/17). It is the contractor's responsibility to be familiar with applicable clauses and provisions. Clauses and provisions can be found at https://www.acquisition.gov/?q=/browse far/52. The solicitation number is P17PS01273 and is issued as a Request for Quotation (RFQ). This RFQ is set-aside for small business. The NAICS code is 326122, Plastics Pipe and Pipe Fitting Manufacturing, with an associated small business size standard of 750 employees. The Government intends to issue a single firm-fixed price contract for delivery of pipe and items to the responsive, responsible offeror that represents the best value and can best satisfy the requirements of this RFQ. 01 - DESCRIPTION. The National Park Service (NPS), Lake Roosevelt National Recreation Area (LARO), has a requirement for a single vendor to supply, deliver and off-load the following quantity and sizes of HDPE pipe and attached equipment items. 02 REQUIREMENT. Vendor to provide pipe and other materials and items in accordance with the sizes, quantities, and specifications shown in the attached price schedule. Deliveries will be arranged in advance with Mick Richards at Fort Spokane. His contact number is 509-754-7898, or cell number 970-699-2889. 03 - DELIVERY LOCATION. The delivery location is Lake Roosevelt National Recreation Area ¿s address at Fort Spokane, 44150 District Office Ln N, Davenport, Washington, 99122. Physical location is approximately 25 miles North of Davenport on Hwy 25. 04 - PRICE SCHEDULE. See Attached Price Schedule, Attachment #1. 05 - ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS - Invoice Processing Platform (IPP) (Apr 2013) Payment requests must be submitted electronically through the U. S. Department of the Treasury's Invoice Processing Platform System (IPP). "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions - Commercial Items included in commercial item contracts. The IPP website address is: https://www.ipp.gov. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: Vendor's business invoice (upload your business invoice as an attachment to the IPP invoice before you click "submit" in IPP). Vendor's failure to attach the required documentation will result in the IPP invoice being rejected. NOTE: Content of a proper invoice shall include the following, in accordance with Federal Acquisition Regulation 32.9 - Prompt Payment: (a) Name and address of the contractor. (b) Invoice date and invoice number (Contractors should date invoices as close as possible to the date of mailing or transmission). (c) Contract number or other authorization for supplies delivered or services performed (including order number and contract line item number). (d) Description, quantity, unit of measure, unit price, and extended price of supplies delivered or services performed. (e) Shipping and payment terms (e.g., shipment number and date of shipment, discount for prompt payment terms). Bill of lading number and weight of shipment will be shown for shipments on Government bills of lading. (f) Name and address of contractor official to whom payment is to be sent (must be the same as that in the contract or in a proper notice of assignment).(g) Name (where practicable), title, phone number, and mailing address of person to notify in the event of a defective invoice. The Contractor must use the IPP website to register access and use IPP for submitting requests for payment. The Contractor Government Business Point of Contact (as listed in SAM) will receive enrollment instructions via email from the Federal Reserve Bank of Boston (FRBB) prior to the contract award date, but no more than 3 - 5 business days of the contract award date. Contractor assistance with enrollment can be obtained by contacting the IPP Production Helpdesk via email ippgroup@bos.frb.org or phone (866) 973-3131. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation ---------------------------------------------------------------------------------------------------------- The National Park Service is a Federal Government agency exempt from state and local sales tax, Tax Exempt ID#140001849. ------------------------------------------------------------------------------------------------------- 06 - FAR 52.212-2 Evaluation - Commercial Items (Oct 2014) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer is conforming to the solicitation that that will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: The Government may elect to accept other than the lowest priced quote when the perceived benefits of a higher priced quote merit the additional costs. Quote must be good for 30 calendar days after close of this solicitation. The government reserves the right to make award without discussions. The government reserves the right to cancel this solicitation. 07 FAR COMMERCIAL CLAUSES 52.252-2 -- Clauses Incorporated by Reference. Clauses Incorporated by Reference (Feb 1998) This contract incorporates one or more clauses by reference, with the same force and effect as if they were given in full text.
