Description
This announcement constitutes a Broad Agency Announcement (BAA) for the Engineering and Expeditionary Warfare Center (EXWC) under FAR 6.102(d)(2). This announcement is open for 45 days. This announcement seeks out technologies and methodologies to reduce corrosion in above ground storage tanks. EXWC is interested in technologies and methodologies that are either new, innovative, advance the state-of-the-art, or increase knowledge or understanding of a technology or methodology. To be eligible for consideration and possible contract award, the technology or methodology shall be in either applied research (Category 6.2), advanced technology development not for a specific system/hardware (Category 6.3A), or demonstration and validation (Category 6.3B). The technology or methodology shall address the following topic area. TOPIC NO. 1: CATHODIC PROTECTION VAPOR PHASE INHIBITOR APPLICATION (PRODUCT AND MONITORING DEVICES). Capability to inject vapor phase corrosion inhibitor product into designated double-bottom above ground storage tanks as secondary means of corrosion protection. Additionally, installation of monitoring technology for the purpose of evaluating reduced corrosion rates. The results will be used to validate the vapor phase inhibitor products for use in above ground storage tanks. The Government has selected a corrosion inhibitor product for assessment, which was commercially designed for a different purpose. The research initiative is to assess the product for alternative use. The Government has some measuring equipment, and would like to assess the corrosion progress. Testing methodology and procedures are of interest. The offeror may propose, in addition to the base period of research which would apply, assess, and report on the initial material performance, two optional research phases presenting technical merit in the advancement of the capability. The proposal shall concisely describe the technology or methodology and shall be evaluated according to the CRITERIA stated in this announcement. No additional data may be submitted for this BAA. If additional data is submitted, it will be discarded. Proposals will be evaluated on their own merits and will not be evaluated against each other. A peer review board will evaluate the proposals to this BAA. Proposals that meet all of the evaluation criteria will be accepted into the BAA program. The proposals will be evaluated based on the following CRITERIA (listed in descending order of importance): 1. The scientific/technical merits and objectives of the proposal. 2. The contractors capabilities related experience, techniques, or unique combination of these that are integral factors in achieving the contractors proposed objectives. 3. Safety including EMR and DART rating as well as the approach to safety for the prime and any subcontractors. 4.Key personnel critical in achieving objectives. and 5. The cost relative to the proposed scientific/technical approach. Once accepted into the BAA program, the proposal may be shared with appropriate DOD personnel for consideration. An accepted proposal does not guarantee a contract. Multiple contracts may result. Notes: 1. A CONTRACTOR IS REQUIRED TO REGISTER at WWW.SAM.GOV. NO CONTRACT AWARD WILL BE MADE TO ANY CONTRACTOR THAT IS NOT REGISTERED. 2.Contractors shall require base access and must be eligible for DBIDS. 3.Proposals shall be submitted using the attached document format for BAA Proposal Submittal. 4.There are no solicitation documents applicable to this BAA, however the Government shall provide the product and monitoring devices to any selected contractor. The Government shall provide the test environment and technical data sheets upon request. 5.There is no commitment by the Navy either to make any contract award or to be responsible for any money expended by the contractor before a contract award. Proposal costs shall not be reimbursed. 6.Limited funding for contracts has been reserved. EXWC may share qualified proposals with other Federal Government activities to seek sites and funding. 7.Eligibility notification will be sent to all contractors who have submitted a proposal, after the Navys Technical Evaluation Board (TEB) has reviewed all proposals submitted by the cut-off date. 8.For questions regarding this BAA, or copy of the tech data sheets, contact EXWC at (805) 982-4793 or via this e-mail address: Alejandra.Hernandez1@navy.mil 9.The contractor should expect a receipt notification of the proposal by the Government within one week of submission. The proposal is not received by the Contracting Office.
