- Description
- The Transportation Security Administration (TSA) intends to issue contract modifications to two Indefinite Delivery Indefinite Quantity (IDIQ) contract awardees for Medium Speed Explosive Detection Systems (MSEDS) using other than full and open competition. The following firms were awarded competitive IDIQ contracts under Solicitations HSTS04-11-R-CT1270 with a five (5) year ordering period for production, installation, and other support services for MSEDS deployment and sustainment. TSA intends to award extensions to the IDIQ contracts to ensure a continuation of product purchasing and support services and to prevent a gap in personnel vetting until new contracts are awarded. • Contract HSTS04-12-D-CT1200 with L-3 Communications, Inc. (10E Commerce Way, Woburn, MA 01801) ordering period extension to December 31, 2017. • Contract HSTS04-12-D-CT1173 with Morpho Detection LLC. (10E Commerce Way, Woburn, MA 01801) ordering period extension to December 31, 2017. These modifications will address the requirements of TSA's Office of Acquisition Program Management (OAPM) Electronic Baggage Screening Program (EBSP) in support of checked baggage screening operations. The Government intends to solicit and negotiate with only one source for each proposed contract action under the authority of FAR 6.302-1 - Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested parties may identify their interest and capability to respond to the requirement or submit proposals until 9:00am Eastern Standard Time (EST) June 16, 2017. This notice of intent is not a request for competitive proposals. A determination by the Government not to compete this proposed contract action based upon responses to this notice is solely within the discretion of the Government. Information received will be considered solely for the purpose of determining whether it is in the Government's best interest to conduct a competitive procurement.
