Description: The Military Sealift Command (MSC) requests three US flagged tugs to provide harbor support, ship handling and personnel transfer services for the Chesapeake Bay region and surrounding waters. The actual work may vary considerably from the usage estimates contained herein. The overall requirement is for three (3) tugs to perform 108 hours, each, annually. a. Unit of issue: n/a b. Destination information: The place of performance shall be in the geographical region(s) of the Chesapeake Bay region c. Delivery schedule: 01 OCT 17 - 30 SEP 18 d. Procedures: n/a e. Anticipated Award Date: 21 July 2017 f. The solicitation will be made available on www.fbo.gov on or about 19 May 2017 g. Set-aside Status: No Set Aside 17. The decision for this requirement to be full and open was determined from Market Research. Previous procurements for similar requirements have shown that there is no expectation to receive quotes from two or more small businesses. Additional market research was performed by means of Sources Sought Notices (2) neither of which resulted in 2 or more small businesses expressing interest in this requirement. MSC's Small Business office agreed to this decision on 24 April 2017.
