Description
The Naval Station receives power from ComEd at the A450 substation. Inside the yard at A450, ComEd owns all the above grade structures and equipment while the Navy owns the land and what is in it, including all the foundations. At this time, several of the A450 foundations have settled. Additional settlement could result in damage to the supported ComEd equipment. The failing foundations are required to be removed and disposed of, and new foundations are required to be constructed. The contractor shall furnish all labor, transportation, supervision, material, and equipment at the Naval Station Great Lakes A450 Substation necessary to remove and replace PCC foundations for select ComEd electrical equipment without damaging the existing ground grid and control/power cables/conduits. Work includes the following general items: - remove and dispose of all abandoned PCC foundations without damaging the existing ground grid and control/power cables/conduits - build new PCC foundations for the new ComEd structures - provide Quality Control (QC) services - restore the site to the pre-project condition - dispose of any excess soil - provide as-built drawings. The work shall be performed at Substation A450, located at 3406 Mississippi Street, Great Lakes, IL 60088. 3. Time for Completion: This is a critical project where time is of the essence. Four phases of work are required to replace the affected structures at the A450 substation. The work included in this contract falls under phase 2. Phase 1 - ComEd will remove the equipment scheduled for replacement (circuit switcher and bus support). Although subject to change, this work is tentatively scheduled for September 2017. Phase 2 - The contractor will remove the foundations for the old structures and construct new foundations without damaging the existing ground grid, cathodic protection test station and control/power cables/conduits. This phase will require the construction of six (6) foundations. Phase 3 - NAVFAC will install new electrical conduit, wiring and junction boxes as required. Phase 4 - ComEd will erect new structures and complete the above grade wiring. The contractor’s operations will need to be coordinated with ComEd’s and NAVFAC’s operations to minimize the duration of the outage for the south transformer. The transformer outage will be required for all work phases. The government will notify the contractor when ComEd has completed the removal of equipment and the site is ready for the foundation removal and construction work. The old foundations shall be removed and the new foundations shall be constructed, cured and ready for use no later than 30 calendar days after notice is received from the government that the site is ready for work. As-built drawings shall be submitted no later than 30 calendar days after completion of work. THIS IS NOT A SOLICITATION BUT A SYNOPSIS NOTIFICATION. NAICS CODE IS 238110. SIZE STANDARD IS $15.0 MILLION. THE SOLICITATION (N40085-17-R-0714) WILL BE POSTED ON OR AROUND APRIL 25, 2017. DAVIS BACON CONSTRUCTION WAGE RATES WILL APPLY. The anticipated award will be for a period of 180 days. The estimated value of this project in its entirety is between $200,000.00 and $275,000.00. THIS PROJECT WILL BE ADVERTISED AS A TOTAL SMALL BUSINESS SET-ASIDE FOR ILLINOIS BASED SMALL BUSINESSES.
