Attachment J-4 - Request for Clarification (RFC) form for YC-1588 Attachment J-3 - 5-Way Breakout for YC-1588 Exhibit A - CDRLs and DIDs for YC-1588 Attachment J-1 - Statement of Work (SOW) for YC-1588 Solicitation for the maintenance and repair of YC-1588 Open Lighter Barge. INFORMATION FOR POTENTIAL OFFERORS The Regional Maintenance Center at Puget Sound Naval Shipyard and Intermediate Maintenance Facility (PSNS & IMF), Bremerton, Washington intends to award a stand-alone Firm-Fixed-Price contract to accomplish maintenance, repair and preservation of one (1) Open Lighter Barge- the YC-1588. The YC-1588 has a length of 110 feet, a width of 32 feet, and draft of 3 feet. It weighs about 144 long tons. The hull is steel. The contractor's facility must possess the capability of accommodating one (1) Open Lighter Barge with the dimensions as stated above. YC-1588: Coordinate with the Contracting Officer, via the Contracting Officer's Representative (COR) to deliver the vessel to the Contractor's facility. Dock, wash, and clean the exterior surfaces of the vessel upon docking. Blast and preserve all exterior and interior surfaces of the vessel. Replace zinc anodes. Hull and main deck require ultrasonic measurement of plating thickness. Vessel requires inspection for damage and deterioration (hull, main deck, and tanks/voids-plating and framing). Apply new non-skid systems to main deck. Open, clean, inspect, and test tanks. Repair handrail and lifeline system. Repair watertight hatch. Undock the vessel. Arrange and coordinate the delivery of the vessel back to the Government with the Contracting Officer via the COR. The contractor will arrange for and transport the vessel from the Government facility at Puget Sound Naval Station (PSNS), Bremerton, WA to the Contractor's facility. Upon completion of work, the contractor will coordinate delivery of the vessel to the Government facility at PSNS, Bremerton, WA. The Period of Performance will be August 7 to December 1, 2017. The Government is contemplating a 100% small business set-aside under the North American Industry Classification System (NAICS) 336611, size 1,250 employees. The Government anticipates the award of a Firm-Fixed Price, stand-alone contract in July 2017 to the responsible contractor on a lowest price, technically acceptable basis in accordance with, but not limited to the Federal Acquisition Regulation (FAR) 15.101-2. Offerors can view and/or download the draft notional work specifications for review at https://www.fbo.gov. All offerors must be registered with the System for Award Management (SAM) to receive award of Government contracts. Offerors are advised also that SAM representations and certifications can be completed electronically via the System for Award Management website at https://www.sam.gov.
