- FBO ANNOUNCEMENT: PRESOLICITATION NOTICE, NOTICE OF INTENT ACTION CODE: SPECIAL NOTICE CLASSIFICATION CODE: 66 - Instruments and Laboratory Equipment SUBJECT: Purchase of Experis Cylinder Treatment SOLICITATION NUMBER: NB646030-17-01533 RESPONSE DATE: 05/18/2017 DESCRIPTION: The National Institute of Standards and Technology (NIST) intends to negotiate on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Air Products and Chemicals, Inc, located in Allentown, PA for the purchase of Experis Cylinder Treatment. Sole Source justification is based on the following: The National Institute of Standards and Technology (NIST) Gas Sensor Metrology Group (GSMG) has been chosen as the World Meteorological Organization (WMO) Central Calibration Laboratory (CCL) for monoterpenes. As CCL, GSMG is responsible for supplying certified monoterpene standards to the WMO Global Atmosphere Watch (GAW) for volatile organic compounds (VOCs), which monitors atmospheric monoterpenes that are of importance to air quality and climate change. To ensure the success of this project, cylinders with specific internal treatments must be used to assure long-term stability of these standards. Substantial effort (over 8 years of research) has been dedicated to determining a suitable cylinder/treatment package that would support long-term stability of monoterpene gas mixtures. As such, the WMO/GAW has shown that the Experis Aluminum Cylinders has little adsorption loss on the cylinder's internal surface, and good long term stability. Primary standard gas mixtures can be prepared in pressured cylinders with special treatment (Experis) at 2nmol/nmol level with an uncertainty of less than 4%. Cylinders from different U.S. suppliers, utilizing different proprietary treatments to ensure stability and non-reactivity of VOCs, have been tested with monoterpene gas mixtures; however, all have shown poor stability data (less than 3 months stable). The only cylinder that has shown no loss of monoterpenes is produced by Air Products & Chemicals, Inc., which had been treated with an Experis treatment for low-level VOCs. The Experis technology cylinder treatment is available only from Air Products, Belgium (trademark technology, Air Products owns it). To meet its mission, GSMG must use aluminum cylinder technology specifically designed for preparing gas mixtures of hydrocarbon and VOCs, and especially for monoterpenes. The concentration levels being developed in these cylinders are so low, that any trace levels of those compounds in the matrix gas are significant. Levels above 10 ppt for these compounds cause significant problems when preparing standards at the 100 ppt to 5 ppb level. The contractor shall provide the following: 10 aluminum cylinders (20-liter internal volume, DIN-1 stainless steel valves); cylinders must have Experis internal wall treatment to ensure long-term stability of monoterpene gas mixtures. Market research has shown Air Products as the sole company that can provide this requirement. The resulting purchase order will be a Firm-Fixed Price purchase order. NAICS code for this requirement will be 325120 - Industrial Gas Manufacturing with a small business size standard of 1000 employees. No solicitation package will be issued. This notice of intent is not a request for competitive quotations; however, interested parties who regard themselves as capable of fulfilling these requirements are invited to submit responses to the Government for consideration. Responses received by 05/18/2017 will be considered by the Government.
