- J&A This acquisitionwas conducted under the authority of the Multiple Award Schedule Program in accordance with FAR 8.405-6 limited sources justification and approval. in accordance with FAR 8.405-6 (a)(1)(i)(B), the circumstance restricting competition fro this acquisition is: only one source is capable of providing the supplies or services required. As a result of U.S. Court of Claims Post Award Protest in the form of Civil Action No. 17-508 C of the Goverment award of HSCG23-16-D-{FC999, USCG issued a Notice to Stop Work IAW FAR 52-233-3, Protest After Award (AUG 1996) on 17 April 2017. The notice to stop work order as a result of the protest halted the transition of the services from the the incumbent contractor Lockheed Martin Corp. (LMCO) to the protested awardee. Neither the transisition services nor any other services can be provide during the work stoppage. The only source that can continue service without interruption is the incumbent, LMCO.
