Sources Sought Notice: VA701-17-N-0147 Nursing Journals Subscription Introduction: In accordance with Federal Acquisition Regulation (FAR) 52.215-3, Request for Information or Solicitation for Planning Purposes This Sources Sought (SS) is for information and planning purposes only at this time and shall not be construed as a solicitation or as an obligation on the part of the Department of Veterans Affairs (VA), Veterans Health Administration (VHA). Although the terms "proposal" and/or "Offeror" may be used in this SS, any response will be treated as information only. Requirements: Online eBook Subscription The Department of Veterans Affairs (VA) Veterans Health Administration (VHA) requires an existing commercial off the shelf web based subscription for Medical and Health Sciences Electronic Textbooks, which will be made available throughout the VHA healthcare system. This procurement is for VA enterprise wide license for electronic access to the Electronic Textbook titles shown below. No substitutions for alternate titles are acceptable. The contractor shall provide all sites on the VHA network with a web-based portal of these titles: Genetics/genomics Nursing: Scope and Standards American Nurses Association 2016 edition Pain Management Nursing: Scope and Standards Helen N. Turner 2016 edition Transplant Nursing: Scope and Standards International Transplant Nurses Society 2016 edition Vascular Nursing: Scope and Standards American Nurses Association Edition Clinical Research Nursing: Scope and Standards American Nurses Association 2016 Edition The contractor shall provide an unrestricted number of simultaneous users with immediate access from any web-enabled computer within VHA. It is required that all authorized remote users with VPN access have access to the product. The contractor shall provide a product that includes the technical capability to include Athens authentication for remote users. Period of Performance: Purchased rights with perpetual access; one-time purchase. The contractor shall provide product which includes Knowledge based information covering medical and health sciences disciplines, for use by students, residents, clinicians, researchers, and all health sciences professionals. Information that reflects current practice issues and supports clinical decision making. Usability: The contractor shall assure: Navigation within the system shall be logical and easy to use. The product has user friendly help and direction aids. Currency: The contractor shall assure that submission of e-book titles is the most current edition available. Access, Content, Support: The contractor shall assure: Product is 508 compliant (http://www.section508.gov/). If product is not 508 compliant, the contractor shall describe measures being taken to bring product into compliance and date, within 12 months of contract award, that product will be 508 compliant. Or, if product is not 508 compliant, the contractor shall describe why no work is being done to make it 508 compliant. Access is granted through IP address validation on an enterprise basis, eliminating the need for users to enter identification, username and/or password. The product is compatible with most standard web browsers, which have cookies enabled. To insure privacy, the product uses session cookies rather than persistent cookies. The product is compatible with the Windows environment. All site content and support of the web site is the responsibility of the contractor. This includes tech support to VHA users nationwide. System downtime is minimal and VA project manager is notified when such occurs. Information is easily printed. The product s licensing agreement must permit free use for educational purposes of all pictures and graphics. A single point of contact for customer service issues is assigned to VA Questions are responded to within two business day. Usage statistics are available to the system administrator on an enterprise level. Information or text can be emailed among VHA colleagues. Submittal Information: Contractors having ability to perform the stated requirements should submit a single spaced, 12 point font minimum, response to the information identified in the Sources Sought Notice. Please also submit a cover page which includes, at a minimum, the company s name, address, Dunn & Bradstreet (DUNS) number, General Service Administration (GSA) contract number (if applicable), point-of-contact name, phone number, and e-mail address. Companies shall provide clear and unambiguous evidence to substantiate their capability to fulfill the requirements outlined in this Sources Sought Notice. Please provide Company business size and status - (i.e., Large Business, Small Business, Service-Disabled Veteran Owned Small Business, Veteran Owned Small Business, Women-Owned Small Business, etc.) Any affiliate information (parent company, joint venture partners, potential teaming partners, and VA Mentor ProtĂ©gĂ© Program membership status), as well as the number of years in business should also be provided. It is requested that the above information be provided no later than Thursday, May 18th, 2017, 10:00AM EST. Responses should be emailed to William Henkel at William.Henkel@va.gov. All Email Correspondence for this project must reference the Sources Sought Number, Project Identifier and Project Title in the subject line of the email.  Example: VA701-17-N-0147 Nursing Journals Subscription. No phone calls will be accepted. RESULTS INFORMATION: Sources Sought responses will not be returned; neither will Respondents be notified of the Government's evaluation of the information received. The Government may incorporate into the final version of the PWS any information or comment resulting from this request that is determined to be useful. Respondents are advised that the Government is under no obligation to acknowledge receipt of the information received or provide feedback to respondents with respect to any information submitted under this Sources Sought.
