Description
Sources Sought only. This is a REQUEST FOR INFORMATION only. This Sources Sought Notice is not a request for formal proposals or quotes. It is neither a solicitation announcement nor a request for proposals or quotes and does not obligate the Government to award a contract. Requests for a solicitation will not receive a response. Responses to this Sources Sought must be in writing. The purpose of this Sources Sought announcement is for market research to make appropriate acquisition decisions on determining the viability of set aside to a specific socio-economic category. Contractors shall identify the NAICS code for the services being offered as well as their size standard under said NAICS. This information will be used to determine the viability of a set aside for this requirement. Contractors shall also identify any Federal Supply Schedule that they may carry for the desired services. Contractors shall identify pertinent point of contact for company, contractor DUNS number for size standard and socioeconomic verification in SAM and VIP. Contractors shall include any relevant comments about the attachment(s), if applicable. Documentation of technical expertise/capability statement must be presented in sufficient detail for the Government to determine that your company possesses the necessary functional area expertise and experience to compete for this acquisition. The intent is to award a Firm Fixed Price contract. Place of Performance: Department of Veterans Affairs Buffalo VA Medical Center 3495 Bailey Avenue Buffalo, New York 14215-1129 Period of Performance: July 1, 2017 August 31, 2017 Purpose and Objectives: The Buffalo VA Medical Center located at 3495 Bailey Avenue, Buffalo, New York has a requirement for cleaning duct work and registers for the Surgical Intensive Care Unit (SICU) and Post-Anesthesia Care Unit (PACU). Certification Requirements Scope of Work Certification Requirements: The HVAC system cleaning contractor shall be a certified member of the National Air Duct Cleaners Association (NADCA), or shall maintain membership in a nationally recognized non-profit industry organization dedicated to the cleaning of HVAC systems. The HVAC system cleaning contractor shall have a minimum of one (1) Air System Cleaning Specialist (ASCS) certified by NADCA on a full time basis, or shall have staff certified by a nationally recognized certification program and organization dedicated to the cleaning of HVAC systems. Licensing: The HVAC system cleaning contractor shall provide proof of maintaining the proper license(s), if any, as required to do work in this state. Contractor shall comply with all Federal, state and local rules, regulations, and licensing requirements. Scope of Work: This section defines the minimum requirements necessary to render HVAC components clean, and to verify the cleanliness through inspection and/or testing in accordance with items specified herein and applicable NADCA Standards. The Contractor shall be responsible for the removal of visible surface contaminants and deposits from within the HVAC system in strict accordance with these specifications. The HVAC system serving the SICU consists of (1) one Air Handler, (2) Exhaust fans, and 11 reheats and includes any interior surface of the air distribution system and all coils for conditioned spaces and/or occupied zones. This includes the entire heating, air-conditioning and ventilation system from the points where the air enters the system to the points where the air is discharged from the system. The outside air grilles, outside air ducts to the air handling unit (AHU), the interior surfaces of the AHU, mixing box, coil compartment, condensate drain pans, humidifiers and dehumidifiers, supply air ducts, fans, fan housing, fan blades, air wash systems, spray eliminators, turning vanes, filters, filter housings, reheat coils, and supply diffusers are all considered part of the HVAC system. The HVAC system also includes two (2) dedicated exhaust systems. Important information: The Government is not obligated to nor will it pay for or reimburse any costs associated with responding to this sources sought synopsis request. This notice shall not be construed as a commitment by the Government to issue a solicitation or ultimately award a contract, nor does it restrict the Government to a particular acquisition approach. The Government will in no way be bound to this information if any solicitation is issued. Response Date: The North American Industry Classification Systems (NAICS) code for this requirement is 238220 (Plumbing, Heating, and Air-Conditioning Contractors) with a Small Business size standard of $15 million. Please note at least 50 percent of the cost of personnel for contract performance shall be spent for employees of the concern for a proposal to be considered for a small business set-aside. Any offeror capable of providing this service shall notify the Contract Specialist by email no later than May 18, 2017, 12:00 PM EST. Phone calls will not be accepted.
