Description
Notice of Intent to Award The U.S. Department of Health and Human Services intends to award a sole source contract, utilizing acquisition procedures under the authority of FAR Part 6.302-1, to Alliance Technologies, LLC. The Contract is for the Office of the Assistant Secretary for Health (OASH). This notice of intent to award is not a request for competitive proposals. The purpose of this notice is merely to obtain capability statements to allow interested firms an opportunity to demonstrate their qualifications for the standards below. The purpose of this contract is to create a data overlay of existing commercial web-based blood purchasing systems to obtain data already collected on blood inventories 1) within a Community Blood Collection Center, 2) blood inventories within the hospital blood banks supplied by the Community Blood Collection Center, and 3) the amount blood stocks in transit between these facilities. HHS anticipates the completeness and available timelines of this data is dependent on the information collected within the blood purchasing system selected. Depending on facility participation agreements, pricing of these blood products will also be obtained. The period of performance for the contract shall be for an 18 month base period with three (3) 12 month option periods. To respond to this notice, qualified firms must be able to clearly convey in a capability statement their recent and ongoing experience and/or ability to obtain blood industry data on 1) blood product inventories of all types at the unit-level and 2) corollary blood product pricing at the unit-level for the purpose of informing research questions pertaining to the sustainability of the U.S. blood supply. HHS anticipates this data would need to span a significant portion of the blood industry approximating 50% or more in order to inform sustainability research. Qualified firms can submit for consideration an alternative real-time, multi-temporal data plan(s) capable of informing blood availability and potential pricing trends sufficient to inform questions pertaining to the market sustainability of the U.S. Blood Supply. Qualified firms must also include the following information: a) Company Name. b) Company DUNS number. c) Company point of contact, mailing address, telephone and fax numbers, and website address d) Name, telephone number, and e-mail address of a company point of contact who has the authority and knowledge to clarify responses with government representatives e) Date submitted f) Applicable company GSA Schedule number or other available procurement vehicle. g) Do you have a Government approved accounting system? If so, please identify the agency that approved the system. h) Type of Company (i.e., small business, 8(a), woman owned, veteran owned, etc.) as validated via the System for Award Management (SAM). All respondents must register on the SAM located at https://www.sam.gov No solicitation document is available. Capability statement must be submitted to the contact point and address given below. Capability statements will not be returned and will not be accepted after the due date. The maximum number of pages for submission is 5 pages. All capability statements are due to the Contracting Officer by 12:00pm EST May 18, 2017. If no capability statements are received which specifically demonstrate capacity to meet the requirements above, the Government shall proceed with a sole source contract to Alliance Technologies, LLC.
