- DLA Aviation intends to establish a firm fixed price requirements contract consisting of a two-year basic and a one-year option for the purchase of C-5 passenger seats. This effort will include three-man seats NSN 1680-01-206-5361UC, P/N 0001-86-0112 and two-man seats NSN 1680-01-206-5362UC, P/N 0001-86-0113. The Government's best estimated quantities for year one is 85 each three-man seats and 105 each two-man seats; for year two is 48 each three-man seats and 18 each two-man seats; and year three (option) 30 each three-man seats and 5 each two-man seats. The proposed contract action is for supplies for which the Government intends to solicit and negotiate with only the Original Equipment Manufacturer, ETI Tech, Inc, 75 Holiday Drive, Englewood OH 45322 (CAGE 07YQ3), under authority 10 U.S.C. 2304(c)(1) as implemented by FAR 6.302, Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements. Interested persons may identify their interest and capability to respond to the requirement or submit proposals. The notice of intent is not a request for competitive proposals. However, all proposals received within forty-five days (thirty days if award is issued under an existing basic ordering agreement) after date of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive requirements. Based upon market research, the Government is not using policies contained in FAR Part 12, Acquisition of Commercial Items, in its solicitation for the described supplies. However, interested persons may identify to the contracting officer their interest and capability to satisfy the Government's requirements with a commercial item within 15 days of this notice.
