Description

This is a SOURCES SOUGHT Market Survey. THERE IS NO SOLICATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. Any information submitted by respondents to this synopsis is strictly voluntary. This market survey does not constitute a Request for Proposals (RFP) or a request for sealed Invitation for Bids (IFB), nor does its issuance restrict the Government as to its ultimate acquisition approach. The Government will neither award a contract solely on the basis of this notice, nor pay respondents for any information that they submit in response to this Sources Sought request. The United States Army Contracting Command, Tenant Division, Facilities Branch is conducting this sources sought market survey to determine potential sources capable of fulfilling a Unidirectional Flushing requirement. The U.S. Government is seeking open market sources to support a contract for Unidirectional Flushing Service under NACIS code 221320. The purpose of this Market Research is to identify sources that can implement the established unidirectional flushing plan to ensure clean water is supplied throughout the Aberdeen Proving Ground Edgewood Community. The Unidirectional Flushing implementation will channel water in a single direction and single pipeline which will provide enough velocity to scour deposits and debris from the mains of the APG-South area. Work will be conducted on a weekly basis year round. Contractor shall locate hydrants for flushing sequences based on Government input. Contractor shall operate/exercise (open/close) each required main line valve to ensure hydrants ability to operate and close upon demand. Contractor may be required to perform minor repairs to or replacement of valves and/or hydrants as agreed upon by the Government. Contractor shall provide pressure gauges to determine required velocities are achieved. Contractor shall assist the Government with developing public notification of flushing process and flushing schedule. Contractor shall submit weekly reports of the work performed to Contracting Officer Representative. The contractor must be able to support all technical, operational, safety, interoperability, and security testing requirements. Company must be registered with System for Award Management (SAM). BASED ON THE RESPONSES TO THIS SOURCES SOUGHT NOTICE/MARKET RESEARCH, THIS REQUIREMENT MAY BE SET-ASIDE FOR SMALL BUSINESSES (IN FULL OR IN PART) OR PROCURED THROUGH FULL AND OPEN COMPETITION. All Small Business Set-Aside categories will be considered. Please submit all responses, to include a detailed description of contractor qualifications and experience--include a capability statement--no later than May 18, 2017 @ 10:00 AM eastern time (ET).
