- Attachment 01 (Description of Requirement) Attachment 02 (Quote Submission Form) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested, and a written solicitation will not be issued. Requisition Number W81EWF70590364 is being issued as a Request for Quotation (RFQ) with the intent to award as a simplified acquisition. The solicitation will be competed as a 100% Small Business Set-Aside. The solicitation document and incorporated provisions and clauses are those in effect through Federal Acquisition Circular 2005-78. The U.S. Army Corps of Engineers (USACE), Engineer Research and Development Center (ERDC), Geotechnical & Structures Laboratory at Vicksburg, MS has a requirement for the following Brand Name items: Quantity of 50: (TLFAU) KI Torsion Four-Leg Armchair, Upholstery Seat/Black Grade 1 Fabric. Options - (BF) Back Flex Quantity of 40: (1104) KI Design Line Folding Chair, Upholstery Seat/Black Grade 1 Fabric Quantity of 16: (IT2472RX-ASN) 24x72 inch 2Gether Rectangular Flip Top Tables. Laminate Color - (ASN) Asian Night. Base Finish - Champagne. Options - 2 Cutouts per table for power blocks. Location for power blocks E1 and E3. Quantity of 16: (IT72MP) Modesty Panels for 24x72 inch Tables Quantity of 32: (PMSPDM) Worksurface Power/Data Power Modules for Tables - Color Black Potential vendors may access the following attachments below: Attachment 01 (Description of Requirement) Attachment 02 (Quote Submission Form) Delivery will be FOB Destination to the following location: Engineer Research and Development Center (ERDC) BLDG 3296 3909 Halls Ferry Road Vicksburg, MS 39180-6199 The North American Industry Classification System Code for this procurement is 337214 (Office Furniture Except Wood Manufacturing) with a size standard of 1,000 employees. In accordance with the attached Description of Requirement (Attachment 01), an award for this acquisition will be provided to the vendor whose quote is the best value to the government. FAR 52.212-2 - Evaluation -- Commercial Items (Jan 1999) (a) The Government will award a contract resulting from this solicitation to the responsible offeror whose offer conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The following factors shall be used to evaluate offers: 1) Technical - Providing Brand Name items that at least meet the minimum specifications as defined in Attachment 01 2) Past Performance 3) Price The Technical factor is significantly more important than the Past Performance factor and the Price factor. The Past Performance factor and the Price factor are equal in importance. The vendor must submit the following so the government can evaluate the offeror's technical acceptability: 1) Sufficient information to determine that the quality and specifications of the items are in accordance with the Description of Requirement as defined in (Attachment 01) 2) A list of the contact information for three references of previous deliveries with installations of similar items by the offeror. 3) Must include a completed Quote Submission Form (Attachment 02). Identification of Agency and Contracting Authority: The ERDC Contracting Office (ECO) is located at the U.S. Army Engineer Research and Development Center (ERDC), 3909 Halls Ferry Road, Vicksburg, MS 39180-6199. This document constitutes a justification and approval for other than full and open competition. 2. Nature and/or description of the action being approved: The Geotechnical and Structures Laboratory (GSL), Engineering Systems and Materials Division (ESMD), has a requirement to renovate its Main Conference room. The GSL requires a total of fifty four-leg arm chairs, forty folding chairs, sixteen tables with modesty panels, and thirty-two power/data modules to allow two modules per table. 3. Description of the product required to meet the agency's needs: In order to maintain continuity of design elements during this renovation, the KI Torsion four-leg armchairs, the KI Design Line folding chairs, and the 2Gether Flip Top Tables manufactured by Global Furniture Group are required. 4. Identification of Statutory Authority permitting other than full and open competition: In accordance with 48 CFR, Section 11.105 as implemented by FAR 11.105, this procurement is being advertised as brand name purchase peculiar to the manufacturers Krueger International and Global Furniture Group. 5. Demonstration of the proposed contractor's unique qualifications or the nature of the acquisition requires use of the authority cited: Only the (TLFAU) KI Torsion Four-Leg Armchair, Upholstery Seat/Black Grade 1 Fabric with Options - (BF) Back Flex, the (1104) KI Design Line Folding Chair, Upholstery Seat/Black Grade 1 Fabric, the (IT2472RX-ASN) 24x72 inch 2Gether Rectangular Flip Top Tables with Laminate Color - (ASN) Asian Night and Base Finish - Champagne with Options - 2 Cutouts per table for power blocks, (IT72MP) Modesty Panels for 24x72 inch Tables, and (PMSPDM) Worksurface Power/Data Power Modules for Tables - Color Black will meet the design characteristics of the renovated space. 6. A description of efforts made to ensure that offers are solicited from as many sources as is practicable: A combined synopsis/solicitation will be posted to the Federal Business Opportunities website as a Small Business Set-Aside under NAICS code 337214 (Office Furniture Except Wood Manufacturing) with a size standard of 1,000 employees. 7. A determination by the Contracting Officer that the anticipated costs to the Government will be fair and reasonable: The independent government estimate, catalog prices, and competition will be used to determine price reasonableness.
