- Solicitation Number: VA246-17-R-0999 Notice Type: Pre-Solicitation Synopsis: VA Pre-Solicitation Notice for VISN 06 - Adult Day Health Care Services The Department of Veterans Affairs, Network Contracting Office (NCO 06), Hampton, VA on behalf of Hunter Holmes McGuire VA Medical Center intends to solicit proposals in the future from contractors to provide Adult Day Health Care Services under NAICS code 624120 in the city of Tappahannock, Virginia. This pre-solicitation announcement publicizes the Department of Veterans Affairs future intent, to solicit Adult Day Health Care services at the contractor s facilities, under a Basic Ordering Agreement (BOA) with an economic price adjustment clause in the geographical area of VISN 06 specified above. The VA anticipates issuing a solicitation for this requirement. The VA will accept proposals for this solicitation number until 12pm on 05/26/2017. The solicitation will be available for download from http://www.fbo.gov. Interested contractors will be responsible for downloading copies of the solicitation (and any subsequent amendments) from that website, and no hard copies are available. The solicitation will provide instructions to contractors about the proposal submission process. Prospective Offerors are encouraged to register their interest in the solicitation on the FBO website so that they are notified of the issuance of the solicitation and any amendments. Proposals will be evaluated and contractors notified of status after the date of closing. In accordance with FAR 52.204-7, System for Award Management, prospective contractors must be registered in the System for Award Management (SAM) database under the applicable NAICS Code. Firms may obtain SAM information at https://www.sam.gov. To be eligible for award, contractors must be registered in SAM. Registration is free and potential offerors are encouraged to visit the SAM website and register as soon as possible. NAICS Code is 624120 - Services for the Elderly and Persons with Disabilities with a small business size standard of $11M. The classification code is Q402. This requirement will be solicited on a competitive basis. There is an anticipation of a single award from this solicitation, which will be made commensurate with the needs of Hunter Holmes McGuire VA Medical Center. All responsible sources may submit proposals. The VA will consider for evaluation only proposals from sources found to be responsive and responsible. The VA will only consider proposals from contractors who are registered in SAM, insured, licensed by the State of Virginia, and Medicaid/Medicare qualified. Patient placements in contract adult day health care facilities are based on availability in a geographical location and the desires of the veterans and their respective families. Because it is impossible to determine actual usage of any particular contract facility, the VA uses a basic ordering agreement with economic price adjustment contract vehicle to contract this type of service.
