Description
The National Marine Fisheries Service (NMFS), Northeast Fisheries Science Center (NEFSC), Woods Hole, MA is soliciting quotes for the crane services to conduct heavy lifting operations required to stage and de-stage the NOAA ship Henry B. Bigelow, in support of the Remotely Operated Platform for Ocean Sciences (ROPOS) located at Naval Station Newport, Rhode Island. The proposed award is 100% set aside for small business concerns. The NAICS code is 238990 with a size standard of $15.0M. All responsible small businesses may submit an offer, which will be considered. The solicitation will be available on or about March 12, 2017, in accordance with Federal Acquisition Regulation (FAR) Subpart 13 via the Federal Business Opportunities (FedBizOpps) website http://www.fbo.gov. The solicitation number is EE133-F-17-RQ-0425; hard copies of the RFQ will not be issued. It is incumbent upon the contractors to monitor the FedBizOpps site for the solicitation release and all subsequent amendments. The anticipated award date will be on or about May 24, 2017. This acquisition will be awarded as a firm -fixed price order under Simplified Acquisition Procedures. All responsible sources may submit a quote which shall be considered by the agency. Firms offering a response to this notice shall ensure that they are registered in the System for Award Management (SAM), www.sam.gov, prior to submission of proposals. All vendors doing business with the Government are required to be registered with the SAM. NO award shall be made unless the vendor is registered in SAM. In order to register with the SAM and be eligible to receive an award from this acquisition office, all offerors shall also have a Dun & Bradstreet Number. The RFQ documents and incorporates provisions and clauses that are in effect through Federal Acquisition Circular 2005-95, effective January 13, 2017.
