- SF1449 - Solicitation The White River NF has ongoing requirements for plant restoration and consulting services. These services entail utilizing site-specific, local, native plant materials as the first choice in multiple reclamation and restoration projects around the White River National Forest. Goals: The goals of this work are to facilitate the collection, propagation, and successful establishment of plant materials native to the WRNF so that restoration/rehabilitation with locally-native plants is possible and practical. An additional goal is to stimulate local economic growth by providing opportunities to provide plant production and restorative services, e.g. some of the seeds are propagated and grown at the Colorado Correctional Institute Greenhouse in Canon City. Services Description: Services under this agreement will support the purpose (outlined above) to provide the skills and expertise needed for successful restoration of native plant communities with locally-appropriate plant materials. This includes: - Identification of promising grasses, forbs, and woody species for inclusion in a native plant program and summary of information about ecological properties and effective propagation techniques of these plants. - Analysis of plant communities in potential rehabilitation areas and the potential for successful re-vegetation with native plants. - Information about plant propagation for species of importance, such as seed size, seed weight, seed production by native plants, proportion of viable seed, stratification and germination requirements, soil and water requirements, and transplantation best practices. - Field and greenhouse assistance with seed collection, cleaning, stratification, germination, plant growth, plant transplantation, and/or field seed planting. - Information about site preparation, erosion control, and soil amendment practices best suited to achieving rehabilitation/restoration goals. - Identification of native plants with good seeding/propagation potential success that also provide ecosystem benefits such as pollinator forage, other wildlife habitat, or other functions. - Supervision and guidance of field crews doing work to support the purpose of this proposal on tasks that may include seed collection, stratification, germination, plant growth, providing proper growing conditions, proper plant transportation techniques, proper plant installation techniques, weed control, herbivore control and any other activities needed to ensure successful site rehabilitation. - Deliverables for these tasks will include successful completion of reports that transfer technical information about plant characteristics and propagation needs and the successful growth and survival of plants in the field. The exact deliverables for tasks will be identified in the calls placed against the BPA. Award: We contemplate using Simplified Acquisition Procedures to issue a multi-year BPA (Blanket Purchase Agreement) to the vendor who can offer the most advantageous arrangement to the Government. Funded BPA calls will be issued periodically as projects are identified and funding becomes available. Each call will have a more specific statement of work for that project and will be customized accordingly to the scope of work and effort/time required. Set-Aside: Small Business for 541620 - Environmental Consulting Services with a size standard of $15,000,000. Evlauation Critieria: This project calls for very specialized expertise on native plants, abiotic and biotic environmental conditions, and effective plant propagation methods on the White River National Forest (WRNF) in Colorado. The successful contractor must show demonstrated knowledge and experience in implementing projects that include plant identification, plant propagation, seed collection, stratification, growth, and successful plant transplantation for a variety of habitats that occur on the WRNF. This expertise must be local to the exact plant species, ecotypes, and environments that occur on the WRNF in order to meet the purpose of this agreement which is to ensure restoration of locally genetically appropriate native plant communities.
