- Solicitation WC-133W-17-RQ-0358 Combined Synopsis/Solicitation: Relocate the operations of the WFO Davenport/Quad Cities, IA This solicitation is being issued as Request for Quote (RFQ). Written quotes are being requested. This is a combined synopsis/solicitation. This announcement constitutes the only solicitation; quotes are being requested. This is a solicitation from the U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), National Weather Service (NWS) to relocate the operations of the Weather Forecast Office (WFO) Davenport/Quad Cities, IA to the new facility and to decommission the current facility. This is a 100% set-aside for a small business. The intended procurement is for services to relocate the operations of the WFO Davenport/Quad Cities, IA to the new facility and to decommission the current facility. Period of performance: June 19, 2017 through July 7, 2017. This acquisition is being processed under the procedures of Federal Acquisition Regulation (FAR) Part 12, Commercial Contracts. This constitutes the only Request for Quotation (RFQ) written offers are being requested; and a written solicitation is attached. This is hereby issued as RFQ ID: WC-133W-17-RQ-0358. This RFQ and the incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-36. The Government intends to make an award to the responsive responsible quoter providing the best value to the Government, price and non-price factors considered. “Best value” means the expected outcome of an acquisition that, in the Government’s estimation, provides the greatest overall benefit in response to the requirement. The Government reserves the right to make a comparative evaluation of quotes in determining best value in accordance with FAR 13.106-2(b)(4)(ii). EAD-KC requires that all contractors to be eligible for award, the quoter must be registered in the System for Award Management (SAM.gov) database and complete the “Core Data”, “Assertions”, “Representations and Certifications”, and “Points of Contact”.
