Description
This is a notice of intent that the United States Coast Guard (USCG), Shore Infrastructure Logistics Center (SILC), Norfolk, VA intends to extend current Contract HSCG84 -13-D-BHQ003 with H&G Marine Services Inc., P.O. Box 192, Perryville, MO 63775, for the fabrication/manufacture and delivery of Foam Filled Unlighted Steel River Buoys for the USCG. This contract will continue to provide the supplies/services under the statutory authority permitting Other than Full and Open Competition 10 U.S.C. 2304(c)(1), as implemented by the Federal Acquisition Regulation Subpart 6.302-1, 'Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements.' The Extension to the Competitive Contract will extend the ordering of buoys for H&G for 6 months (1 June 2017 – 30 November 2017) in order to accommodate the schedule for awarding the re-competed contract which includes First Article Testing requirements. An extension is necessary because of the delayed appropriation of full year funding and to fulfill the unscheduled replacement of buoys destroyed/lost due to the devastating floods. Extension of this contract will allow the Coast Guard to continue the agency's critical mission of maintaining aids to navigation buoys to guide mariners on the rivers of the Midwest. Coast Guard river buoys are made from welded sheet steel and filled with foam for extra buoyancy. River buoys come in two different sizes (4th Class and 6th Class), two different 'types' (Can and Nun) and 6th class buoys have two different heights (standard and tall). All of them have specially-designed fins, counterweights, and mooring attachment points to permit their use in the fast river currents and pooled water in the areas where they are deployed. The technical requirements for these buoys are provided in Coast Guard Ocean Engineering Specification 455D and Coast Guard Civil Engineering Drawings 121116C and 121117C. Their design ensures that they will survive in the rugged marine environment in which they are used and that they are compatible with the deployment equipment on the Coast Guard ships. The small business size standard is less than 500 employees. The NAICS Code is 332313 (Plate Work Manufacturing). This Notice of Intent is not a request for proposals or quotations. No Statement of Work/Solicitation will be issued. A determination by the Government not to proceed with this proposed action based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether the procurement method is in the best interest of the Government. Interested parties may identify their interest and capability to respond to this requirement, no later than 4:00 pm EDT, 26 May 2017. All information submitted should support the offeror's capability to provide the services required, and shall be furnished at no cost or obligation to the Government. Responses must be in writing (10 Page Limit) and must provide clear and concise documentation indicating an offeror's bona fide capability to provide the supplies and the offeror’s size under NAICS Code 332313. Verbal responses are not acceptable and will not be considered. Responses may be submitted via email.
