- Special Notice Notice of Intent to Award a Sole Source Procurement The Department of Veterans Affairs, Veterans Health Administration, Veterans Integrated Service Network (VISN) 17, Network Contracting Office 17, intends to award a firm-fixed priced contract to Abbott Laboratories, Inc. for procurement of the following Cost per Test (CPT) services: 0001: Equipment Rental; Abbott Architect I-2000SR Analyzer (Includes Consumables), Unit of Issue: EA, QTY: 2, Period of Performance: 12 Months 0002: Equipment Service; Performance Plus, Unit of Issue: EA, QTY: 2, POP: 12 Months 0003: Reagents; ARC AUSAB, ARC Core, ARC Core-M, ARC HAVAB-G, ARC HAVAB-M, ARC HBsAg Qual, ARC HCV 2.0, ARC HIV Combo, ARC Tacrolimus, ARC Vitamin D Four (4) One Year Options for all Line Items (TBD) The proposed sole source procurement is being made by a pricing agreement from Abbott Laboratories, Inc., based on prices in their NAC GSA FSS, V797P-7335A. The requesting activity has submitted a sole source limited sources justification request that states that Abbott Laboratories makes the only fourth generation HIV antibody/antigen test on a large volume automated platform, and has the only FDA approved HIV screening tests of this type. Abbott s fourth generation HIV combo test allows providers to identify new HIV cases within 7 days of a patient contracting the disease, which will decrease the lifetime cost of treating a positive HIV patient. This notice is not to be considered a request for quotations or proposals. No contract will be awarded on the basis of offers received in response to this notice; however, all responsible sources may submit a capability statement, proposal or quotation, which shall be considered by the agency. Proposals or offers received will be used to determine if a comparable source is available and more advantageous to the government. If no affirmative written response is received within 5 days from the publication of this notice, an order will be issued to Abbott Laboratories, Inc. without further notice. The anticipated statutory authority permitting other than full and open competition for the requirement is 41 U.S.C. 3304(a)(1), as implemented by FAR 8.405-6 Limited Sources. Notice: the POC for this notice does not have a Federal Business Opportunities registration account. The POC does not have any visibility to the Interested Vendors List tab within the notice. Interested firms must respond directly to the POC email address listed in the notice for consideration.
