- The United States Coast Guard in accordance with Federal Acquisition Regulation 6.302-1: Only One Responsible Source and No Other Supplies or Services Will Satisfy Agency Requirements, intends to award a firm fixed price five year (base & 4 options) contract to Solutions for Information Design, LLC (SOLID), 8204 Greentree Manor Lane, Fairfax Station, VA 22039 for performaning the research, development, and web-based analysis and implementation for the Coast Guard's Credentialing Opportunities (COOL) website. Solutions for Information Design, LLC (SOLID) is the only provider providing the COOL product to US Navy, US Marine Corps and US Army. All programs utilize the same SOLID underlying analysis proprietary database. This sole source synopsis exception to full and open competition is authorized when award to any other source would result in substantial duplication costs or unacceptable delays (See FAR 6.302-1(a)(2)(iii). The Service Code is 7030 ADP Software. This synopsis is for notification purposes only and does not constitute a solicitation for bids or proposals. THIS IS NOT A REQUEST FOR COMPETITIVE OFFERS and a solicitation will not be issued. Any response to this notice must show clear and convincing evidence that competition of this requirements would be advantageous to the Government. Any vendor that believes it can provide the stated services can provide supporting documents demonstrating their authorization as a value added reseller, capability and past performance. A determination by the Government not to compete this proposed requirement based upon responses to this notice is solely within discretion of the Government.
