Description
NOTICE OF INTENT TO SOLE SOURCE Agency: U.S. Army Corps of Engineers Location: USACE, Portland District Classification Code: 70 - ADP Equipment Software, Supplies and Support Equipment (7030) NAICS Code: 511210 - Software publishers Solicitation Number: W9127N-17-P-0071 Notice Type: Special Notice Synopsis: This is a special notice prepared in accordance with Federal Acquisition Regulation (FAR) 5.2 "Synopses of Proposed Contract Actions". US Army Corps of Engineers, Portland District intends to award a sole-source, Firm-Fixed Price contract with Geo-Slope International, LTD, 633 6 Avenue SW, Suite 1400, Calgary T2P 2YV. The purpose of this acquisition is to provide Geo-studio user network license and support. The statutory authority for this non-competitive acquisition is 10 U.S.C 2304(c)(1) as implemented by FAR 13.106-1(b) for purchases not exceeding the simplified acquisition threshold. Furthermore, in accordance with FAR 6.302-1(b)(1)(ii), the item to be purchased is available from only one source. A SOLICITATION WILL NOT BE POSTED. The Government intends to proceed with this sole source action. The NAICS code is 511210. The size standard as defined by the U.S. Small Business Administration is $38.5 million. THIS NOTICE IS NOT A REQUEST FOR COMPETITIVE PROPOSALS OR QUOTATIONS. Interested concerns must show clear and convincing evidence that competition of this requirement would be advantageous to the Government. All responsible sources may submit a capability statement, proposal or quote to the contracting officer before the notice end date. If no affirmative written responses are received by 12:00 PM Pacific Time on 26 MAY 2017 an award will be made without further notice. Oral communications are not acceptable in response to this notice. A determination by the Government not to compete this proposed requirement is solely within the discretion of the Government.
