Description
In October 2009, the Secretary of the Navy (SECNAV) announced five broad-ranging energy goals. Deputy Assistant Secretary of the Navy (DASN) Energy seeks the specialized technical support required to achieve two of these five goals. The two goals are: •· Increase Alternative Energy Use DON-wide: By 2020, 50% of total Department of Navy energy consumption will come from alternative sources. •· Sail the Great Green Fleet: Department of Navy will demonstrate a Green Strike Group in operations by 2012 and sail it by 2016. The Defense Production Act (DPA) Title III Advanced Drop-in Biofuels Production Project (ADBPP), which seeks to invest over $1 billion in public and private funds to catalyze the development of an industry capable of producing synthetic hydrocarbons compatible with naval fuels, has two critical efforts that require unique subject matter expertise no later than 1 June 2017. The Deputy Assistant Secretary of the Navy (DASN) Energy requires continued subject matter expertise in Department of Navy's energy goals to assist in operational energy efforts that include the Defense Production Act Title Ill Advanced Drop-in Biofuels Production Project, DON projects within the Operational Energy Capability Improvement Fund, Energy Command and Control, and Energy Conservation Measures for tactical platforms. The Government intends to award a sole source firm fixed price award to Beryl Renewables. Through their experience under N00I89-14-P-Z273, Beryl Renewables is the only responsible source who has the extensive program, deep industry knowledge, and naval experience required to perform this follow-on effort within the timeframe. The Operational Energy Capability Improvement Fund requires continuity of leadership in its subject matter expertise as it enacts a transition to its fundamental business rules.
