Description
Request for Quote P17PS01342 Septic/Sewage Pumping for North Cascades National Park (NOCA) This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in Subpart 12.6, as supplemented with additional information included in this notice. This announcement constitutes the only solicitation; quotes are being requested and a written solicitation will not be issued. This RFQ and incorporated provisions and clauses are those in effect through Federal Acquisition Circular (FAC) 2005-94, 2005-95; RFQ is reserved for small businesses, NAICS Code 562991, Septic Tank and Related Services, with a small business size standard of $7.5 million, average annual gross receipts for the past three years. Any resulting contract will be subject to the Service Contract Act, Wage Determination # WD 15-5531 (Rev.-1) was first posted on www.wdol.gov on 01/17/2017. This Request for Quotations has been made available through www.FBO.gov to enhance competition and comply with the Small Business Act (15 U.S.C. 637(e)) and the Office of Federal Procurement Policy Act (41 U.S.C. 416), that requires contracting officers to disseminate information on proposed contract actions expected to exceed $15,000, but not expected to exceed $25,000. The Government intends to make a Firm Fixed Price, Simplified Acquisition (FAR Part 13), Best Value Award to the responsible quoter whose quote conforming to the solicitation will be most advantageous to the Government, price and other factors considered. The National Park Service encourages the participation of disadvantaged and women-owned businesses. We reserve the right to cancel this Request for Quotations. Interested quoters must be registered in the System for Award Management (SAM) database before an award can be made to them. If the quoter is not registered in SAM, they may do so through the SAM website at https://www.sam.gov/portal/SAM/ 1. Background / Description of Requirement: A. The National Park Service (NPS), North Cascades National Park (NOCA) has a requirement for Septic/Sewage Pumping of septic tanks and sewage from two (2) areas located within the park complex. The Scope of Work (SOW) below describes the requirements for septic/sewage pumping. All work required by the SOW will be performed in the NOCA, Skagit District (west side). The park ¿s maintenance office is: North Cascades National Park, 7280 Ranger Station Road, Marblemount, WA 98267 B. Colonial Creek campground and Ross Lake Resort are located within North Cascades National Park Service Complex (NOCA). The campground septic systems were built in approximately 1972 and the campground is positioned on the shores of Diablo Lake within old growth forest. Although not specifically considered pristine wilderness, the natural beauty of the site is crucial to its popularity as a campground. Ross Lake Resort is located at the south end of Ross Lake. Access to the resort includes the use of a Seattle City Light (SCL) barge to transport the septic trucks up Diablo Lake to a park access road known as the haul road. The use of the haul road will allow a septic truck to access the south end of Ross Lake in order to collect septic loads from Ross Lake Resort and up-lake hike-in campgrounds which are transferred by NPS personnel to the park ¿s 1,000 gallon septic barge (Alice May). Extreme care must be taken to not pollute the groundwater or lake at either location. 2. Locations: Colonial Creek Campground and Ross Lake Resort are located within the NOCA, Complex. 1) Location One - Colonial Creek Campground: The campground is located on the north and south side of Washington State Route 20 (SR-20) at milepost 130.1, approximately 80 miles east of Sedro-Woolley, WA and 25 miles east of Marblemount, WA. The nearest available sewage disposal site is approximately 80 miles from the project site. 2) Location Two - Ross Lake Resort: From Marblemount, WA travel approximately 23 miles east on Washington State Route 20 (SR-20) to the Environmental Learning Center (ELC) Campus area turn-off on left, then instead of crossing Diablo Dam, stay to the right about 1/4 mile to the Seattle City Light boathouse on right side of road. Maps and information can be found at; https://www.nps.gov/noca/index.htm An organized site visit will not be scheduled, however; interested quoters are encouraged to make a site visit if you are not familiar with these locations, prior to submitting a quote. Site visits may be arranged by contacting Denton Moore, 360-854-7268 Mon-Thur. 0700-1730. Please contact at least three days prior to expected visit. 3. Scope of Work (SOW): A. SOW by location: 1) Location One - Colonial Creek Campground: The Contractor shall furnish Septic Truck and all labor, equipment, and materials necessary to pump the existing septic tanks and dosing siphon boxes at Colonial Creek campground. The work includes removing all sewage from six (6) underground septic tanks and siphon boxes. 2) Location Two Ross Lake Resort: Contractor ¿s septic truck will be required to coordinate schedule with the Contracting Officers Representative (COR), in order to be on-site at the SCL boat house/barge landing at a time arranged by the COR. Septic truck will be required to back onto the barge (2x) for transport across Diablo Lake to the haul road and again upon return. The trucks operator should be able to provide an estimated Gross Vehicle Weight (GVW) to the barge operator if requested. After off-load onto the haul road trucks will then drive up a somewhat steep primitive single lane road with turnouts and switch backs and upon reaching the top will then need to turn around and back down to a landing area for the transfer of sewage from the NPS barge (Alice May) to the truck. Once the first transfer is complete NPS personnel will then take the Alice May back to the resort area to collect more sewage material and return to the landing area for the next transfer. This process may/will be repeated numerous times from the time of arrival until the Resort tanks have been completely pumped out, the truck is full or barge time runs out. Driver should be prepared to spend a full day in the area without services/amenities at all. Somewhat larger septic trucks are desired in order to limit the number of trips required, however; two four thousand gallon trucks would be ideal for this due to limitations of the haul road and the barge that trucks will be required go on. B. Site Specific Special Conditions: - The Colonial Creek campground is occupied by park visitors from May through October. It is anticipated that this work will begin in late May or early June 2017. The contractor should be prepared to work in areas with visitors coming and going within in the present vicinity of the site. - Septic truck-loads from Ross Lake shall be quoted as a separate line item due to the logistical challenges of crossing Diablo Lake and coordinating with National Park Service (NPS) Maintenance personnel who must coordinate with Seattle City Light (SCL) in the scheduling of barge runs. - Ross Lake Resort pumping will take place later in the season when the lake is at full pool and scheduling with Seattle City Light occurs. C. Contractor Tasks: - The contractor will furnish all labor, equipment, materials, necessary to pump, remove and dispose of sewage from septic tanks and siphon boxes at the specified sites. - Coordinate schedule for septic/sewage pumping with the Contracting Offices Representative (COR) or NPS maintenance point of contacts provided. - Pump, remove and lawfully dispose of sewage from one 8,000 gallon septic tank with siphon box and five 4,500 gallon septic tanks with siphon boxes at Colonial Creek Campground. Coordinate with the COR to minimize any Colonial Creek comfort station closures or disruptions in service. - Pump and remove sewage as directed from Ross Lake Resort up to 8,000 gallons (total gallons dependent on time available and SCL barge logistics). - All sewage material is to be properly disposed of at an approved waste facility. Be able to provide proof of lawful disposal, if required (such as delivery ticket from licensed septic waste facility). - Extreme care must be taken to not pollute any rivers, ground water or lakes. Take all precautions necessary to assure that no solids are introduced into the septic drain fields, or into the ground or water. - During each pumping evolution keep area neat, orderly, and in a safe condition at all times. Perform final visual inspection and cleanup prior to departing each area to ensure no waste material is spilled or left behind. Thoroughly clean and disinfect all contaminated areas resulting from the pumping process. - Disposal of waste shall be the responsibility of the contractor and must be in compliance with all applicable State and County ordinances and local regulations and requirements for septic pumping and disposal and Industrial Safety and Health Act and WISHA requirements for confined space entry as required. - Maintain records of specific amount of waste material pumped from each location for billing and record keeping purposes. Documentation of service will be annotated in a standard septic system pumping form or log provided by contractor and a copy will need to be provided to the (COR) or NPS maintenance point of contact upon request. 4. Price Schedule: Pump septic/sewage from septic tanks, dosing siphon boxes and holding tanks, to be emptied as required and coordinated with the NPS Contracting Offices Representative (COR). Interested quoters please thoroughly review the Scope of Work (SOW) section (above) and provide information in quote regarding Truck Size to be utilized and then quote either price per Truck Load or price per Gallon for each line item. Payment Processing: Payment is by electronic funds transfer (EFT), invoices shall be submitted to the U.S. Department of the Treasury's Internet Payment Platform System (IPP); https://www.ipp.gov in accordance with the clause included in the clauses section (refer to IPP instructions in clauses section below). Payment will be by electronic funds transfer to the contractors bank account identified in their System for Award Management (SAM) record (www.SAM.gov). 6. Instructions to Quoters: (see FAR clause 52.212-1): Submit quote electronically by e-mailed message to Ron_Forsberg@nps.gov. Your quote should consist of one pdf file in which the items listed below are combined. Each message must be no larger than 20MB in size due to system limitations. Include the solicitation number in the subject line. Alternatively, electronic quotes may be delivered on CD, DVD, or flash drive to Ron Forsberg, National Park Service, 810 State Route 20, Sedro-Woolley WA 98284. Quotes may be submitted on letterhead or the Standard Form (SF-1449), and must include, at a minimum the following items: 1) Completed Price Schedule; Firm Fixed Price per Truck Load or Gallon as indicate above. 2) Technical Capability; Provide a description of plan for performing the septic pumping services and capabilities to perform the service to include Septic Pumping Truck Size. 3) Past Performance; List of at least two references, for work that most closely resembles the type of services called for in this solicitation. Provide a brief summary of the septic pumping service work, dollar amount, dates, contact names, phone numbers addresses and email (if available) for each reference. 4) Contractor ¿s remittance address, DUNS number, and federal tax identification number; 5) Name, phone number, and address of your point of contact; 6) Signature of official authorized to bind your organization. 7. (End of clause) 52.216-21 Requirements (Oct 1995) (a) This is a requirements contract for the supplies or services specified and effective for the period stated, in the Schedule. The quantities of supplies or services specified in the Schedule are estimates only and are not purchased by this contract. Except as this contract may otherwise provide, if the Government ¿s requirements do not result in orders in the quantities described as estimated or maximum in the Schedule, that fact shall not constitute the basis for an equitable price adjustment. (b) Delivery or performance shall be made only as authorized by orders issued in accordance with the Ordering clause. Subject to any limitations in the Order Limitations clause or elsewhere in this contract, the Contractor shall furnish to the Government all supplies or services specified in the Schedule and called for by orders issued in accordance with the Ordering clause. The Government may issue orders requiring delivery to multiple destinations or performance at multiple locations. (c) Except as this contract otherwise provides, the Government shall order from the Contractor all the supplies or services specified in the Schedule that are required to be purchased by the Government activity or activities specified in the Schedule. (d) The Government is not required to purchase from the Contractor requirements in excess of any limit on total orders under this contract. (e) If the Government urgently requires delivery of any quantity of an item before the earliest date that delivery may be specified under this contract, and if the Contractor will not accept an order providing for the accelerated delivery, the Government may acquire the urgently required goods or services from another source. (f) Any order issued during the effective period of this contract and not completed within that period shall be completed by the Contractor within the time specified in the order. The contract shall govern the Contractor ¿s and Government ¿s rights and obligations with respect to that order to the same extent as if the order were completed during the contracts effective period; provided, that the Contractor shall not be required to make any deliveries under this contract after end delivery date of all option periods. (End of clause) 52.217-8 Option to Extend Services (Nov 1999) The Government may require continued performance of any services within the limits and at the rates specified in the contract. These rates may be adjusted only as a result of revisions to prevailing labor rates provided by the Secretary of Labor. The option provision may be exercised more than once, but the total extension of performance hereunder shall not exceed 6 months. The Contracting Officer may exercise the option by written notice to the Contractor within 60 Days. ELECTRONIC INVOICING AND PAYMENT REQUIREMENTS - Internet Payment Platform (IPP) (April 2013) Payment requests must be submitted electronically through the U.S. Department of the Treasury's Internet Payment Platform System (IPP; https://www.ipp.gov) unless the vendor elects to be paid by MasterCard. "Payment request" means any request for contract financing payment or invoice payment by the Contractor. To constitute a proper invoice, the payment request must comply with the requirements identified in the applicable Prompt Payment clause included in the contract, or the clause 52.212-4 Contract Terms and Conditions- Commercial Items included in commercial item contracts. Under this contract, the following documents are required to be submitted as an attachment to the IPP invoice: vendor ¿s standard invoice, including the following elements: 1) Name and address of the contractor. 2) Invoice date and invoice number. 3) Contract/purchase order number. 4) The description, quantity, unit of measure, unit price, and extended price of supplies delivered or services performed. 5) Period of Service for services rendered. 6) Name (where practicable), title, phone number, and mailing address of person to notify in the event of an improper invoice. If the Contractor is unable to comply with the requirement to use IPP for submitting invoices for payment, the Contractor must submit a waiver request in writing to the Contracting Officer with its proposal or quotation. Evaluation factors other than cost or price when combined are approximately equal to cost or price. (b) Options. The Government will evaluate offers for award purposes by adding the total price for all options to the total price for the basic requirement. The Government may determine that an offer is unacceptable if the option prices are significantly unbalanced. Evaluation of options shall not obligate the Government to exercise the option(s). c) A written notice of award or acceptance of an offer mailed or otherwise furnished to the successful offeror within the time for acceptance specified in the offer, shall result in a binding contract without further action by either party.
