- Description
- The Transportation Security Administration (TSA) Office of Intelligence and Analysis (OIA), Classified Technology Division (CTD) and Office of Contracting and Procurement (OCP) intends to negotiate a sole source contract (in accordance with FAR 6.302-1) with General Dynamics, Mission Systems, 8201 East McDowell Road, MD R3112 Scottsdale, AZ 85257, as the only responsibly source than can provide Sectéra® vIPer TM Universal Secure Phones and required accessories. Accordingly, the TSA intends to enter into a sole source contract on the basis of other than full and open competition. This requirement will not be set aside. NAICS Code: 334210 The solicitation number for this requirement is HSTS02-17-Q-OIA172. This manufacturer is the only one that provides this National Security Agency approved Sectéra Viper Universal Secure Phone by General Dynamics for top secret communications. The Sectéra vIPer Universal Secure Phones deliver secure voice and data connectivity from the Top Secret/SCI level and below and work on legacy, public switched telephone networks (PSTN) and IP networks including satellite communication systems. The vIPer secure phones are interoperable with all U.S. government secure phones, U.S. Department of Defense networks and commercial VoIP phones. The description of requirement for the items requested are as follows: • US National Sectéra vIPer Universal Secure Phone (with PSTN Connect) 1 • US National Sectéra vIPer Universal Secure Phone (with PSTN Connect) with PTT Handset1 • External Headset • DTD Fill Cable for SWT, vIPer • KSD Fill Cable for SWT, vIPer This new contract will be put in place in Fiscal Year 2017, with delivery expected 120 days after date of award. This notice of intent is not a request for competitive proposals. Interested vendors who may wish to seek subcontracting opportunities should contact the above named company directly. Vendors may identify their interest and capability to respond to the requirement by emailing the points of contact below. However, all responses received within 15 days of publication of this synopsis will be considered by the Government. A determination by the Government not to compete this proposed contract based upon responses to this notice is solely within the discretion of the Government. Information received will normally be considered solely for the purpose of determining whether to conduct a competitive procurement.
