- Draft Statement of Work The Air Force Test Center, Civil Engineering Support Section, located at Operating Location (OL) Air Force Plant (AFP) 42 in Palmdale, CA, intends to issue a solicitation for the lease of Land Mobile Radios (LMRs). This presolicitation notice is being posted in accordance with (IAW) Federal Acquisition Regulation (FAR) Part 5.2. This is not a request for proposal. The lease requires 60 high-band VHF radios; 25 that are functionally similar to EF Johnson 51SL ES and 35 that are functionally equivalent to Kenwood TK-280. All work performed by the contractor shall be performed in accordance with all applicable laws, regulations, Headquarters Air Force standards, instructions, and commercial practices. This requirement will be a competitive, 100% Small Business set-aside. For this anticipated acquisition, a concern will be considered small under The North American Industry Classification System (NAICS) code 532210 with a size standard of $38,500,000.00. The Government plans to post the formal solicitation on FedBizOpps on or around 17 May 2017 under solicitation number FA9301-17-L-B002 and allow a 7 day response time. No proposal preparation costs will be provided nor reimbursed by the Government. The Government will not provide paper copies of the solicitation or any associated documents. Solicitation documents will be made available only through https://www.fbo.gov IAW FAR 5.102. The firm-fixed-price contract resulting from this solicitation will have a period of performance of three months, and three, one-month options. The total possible ordering period of the contract is six months. The Air Force anticipates award of this contract on or about 26 May 2017 with an anticipated start date of 02 June 2017. If all options were exercised, the contract end date would be 25 Nov 2017. Interested vendors are responsible for visiting https://www.fbo.gov periodically for any changes or updates to this notice as well as notice of a future solicitation. All prospective offerors must be actively registered in the System for Award Management (SAM) in order to be eligible for award (https://www.sam.gov) IAW FAR 4.1102. This notice does not obligate the Government to award a contract nor does it obligate the Government to pay and/or reimburse respondents and/or their associates for any cost incurred to submit the requested information and/or proposal. Responses to this notice will not be returned.
