Description
The National Aeronautics and Space Administration (NASA) Johnson Space Center (JSC) White Sands Test Facility (WSTF) will conduct a Pre-Solicitation Conference and WSTF Site Tour for the Environmental Compliance and Operations 2 (ECO2) - NNJ17609194L on Tuesday, June 13, 2017, at the Ramada Palms 201 E. University Avenue in Las Cruces, New Mexico. The Government will also provide One-on-One meeting opportunities by holding individual 30-minute time blocks which will be scheduled on Wednesday, June 14, 2017 and Thursday, June 15, 2017, from 8:00 am to 5:00 pm MDT. Please be advised meetings will be scheduled on a first-come-first-serve registration basis. Contract Description: The ECO2 effort is anticipated to provide multi-media environmental compliance services, environmental restoration services, general operational support and sustainability services/programs for WSTF. ECO2 Pre-Solicitation Conference Description: The ECO2 Pre-Solicitation conference is open to firms interested in pursuing contracting opportunities on the ECO2 procurement regardless if they have previously performed work at JSC/WSTF or at any other NASA facility. All interested parties are encouraged to participate in the Pre-Solicitation conference. ECO2 Pre-Solicitation Conference Attendance: Registration to the Pre-Solicitation Conference is required to ensure appropriate facility accommodations. Attendance is neither required nor a prerequisite for proposal submission and will not be considered during the evaluation process of any subsequent request for proposal. WSTF Site Tour Description: NASA will hold a WSTF site tour to allow potential Offerors to familiarize themselves with the facility. NASA's WSTF is a component of Johnson Space Center as a self-contained facility to test and evaluate potentially hazardous materials, spaceflight components, and rocket propulsion systems for NASA centers, other government agencies, and commercial industry. WSTF Site Tour Attendance: Registration for the site tour is required for any person who would like to participate. Failure to provide all the required information may result in denial of the site tour. All participants touring WSTF must be US citizens or Lawful Permanent Residents (LPRs) and possess and produce a valid federal or state issued photo identification to receive a badge. If a state-issued driver's license is used for identification, the state of issue must be provided in the registration information. ID's from States who are non-Compliant with the REAL ID Act will not be accepted. These states can be viewed at the registration site shown above. WSTF Site Tour Transportation: NASA will provide round trip transportation from the Ramada Palms to the NASA WSTF Facility. Privately owned vehicles (POVs) are not authorized. WSTF Site Tour Special Safety Information: WSTF is a hazardous test facility. Tour participants will not be allowed to wear open-toe shoes, high heels, shorts, skirts, or dresses. Participants will be outside in a very dry, high altitude desert environment. Proper outer wear and gear such as hat, umbrella, sunscreen, and water is recommended. There will be time between the conference and bus loading to allow for any offerors who choose, to change their attire. There will be a significant amount of walking involved with the tour (inside and out), and will include walking up and down stairways, uneven surfaces, rough terrain, tunnels and narrow passageways. Because WSTF is a hazardous test facility, there is very limited handicapped access during the tour. If special accommodations are required, please make a note on the registration request so accommodations can be considered. Smoking is allowed only in designated areas. Smoking will not be allowed in the transportation vehicles, hazardous areas or inside any buildings. No photography will be allowed. One-on-One Meeting Description: To facilitate interactive communications with industry, NASA personnel will be available for private One-on-One Meetings. NASA/WSTF will hold One-on-One Meetings with industry on Wednesday, June 14, 2017 and Thursday, June 15, 2017, from 8:00 am to 5:00 pm MDT to discuss the anticipated ECO2 procurement. The meetings will be held at pre-defined time blocks with those interested parties who request a One-on-One meeting via a registration/reservation request. NASA will schedule the One-on-One Meetings on a first-come-first-serve basis until all available time slots have been filled. The One-on-One Meetings are intended to be question and answer sessions in which neither side will be making a formal presentation; recording (including, but not limited to, photo, video, and audio-recording) devices are prohibited. All questions shall be submitted in writing for a formal response. The following topics may be discussed during the One-on-One Meeting: 1. The general purpose of the announced procurement; 2. Any information about WSTF that NASA has already made accessible to the public or is otherwise being made available to all potential offerors; 3. Procurement-specific information already published, such as information contained in the acquisition forecast, draft Performance Work Statement (PWS), Data Requirement Deliverables (DRD), Requirements Request for Information (RRFI), and the Draft Request for Proposal (dRFP) posting. Proprietary or confidential business information of incumbent contractor(s) or other business entities performing similar or ongoing efforts; 2. Privacy Act-protected information, such as incumbent contractor employees' personal data; 3. Trade Secrets Act-protected information; 4. Speculation on what the Government might be looking for in proposals; 5. Different technical and management approaches; 6. Technical Efficiencies; 7. Any particular Government Emphasis; and 8. Incumbents' performance Attendance Limitations: The total number of Conference and/or One-on-one Meeting attendees is strictly limited to four (4) persons per company. Attendance for the WSTF site tour is limited to two (2) representatives per company. Any company may request a One-on-One meeting, regardless of whether they are interested in proposing as a prime contractor or subcontractor. One-on-One meetings will not exceed 30 minutes in length.
