Description
The Department of Veterans Affairs, VA Heartland Network Contracting Office (NCO) 15, intends to issue a solicitation for a construction project. 589A5-15-110, Upgrade Emergency Department at the Dwight D. Eisenhower VA Medical Center in Leavenworth Kansas. The Upgrade Emergency Department project at Dwight D Eisenhower VA Medical Center in Leavenworth, KS is an addition and renovation on the ground floor of the east wing of the VA hospital. The project scope includes renovation of the existing Emergency Department, and three minor building additions for an MRI suite, a mechanical room, and an ambulance garage. Total building additions are approximately 2,500 square feet with the renovations area encompassing approximately 8,500 square feet. The new Emergency Department will have 6 treatment rooms including a female treatment, airborne infectious isolation room, and secure holding room. Additionally, the department will have two trauma bays capable of serving three veterans simultaneously. The existing hospital facility is on the National Register of Historic Places and has been designed in accordance with guidance from the Kansas State Historic Preservation Office. The project will be constructed in three primary phases to allow Emergency Department services to continue operation throughout construction. Significant building system improvements include the replacement of two air handling units, and relocation of an existing chiller. The project includes three deductive bid alternates, including a significant bid item that would delete the new ambulance garage and a major portion of the renovation area. The contractor's scope will include some lead paint and asbestos abatement. The estimated performance period is 500 calendar days after the Notice to Proceed (NTP) is issued. Location of the work is at the Dwight D. Eisenhower VA Medical Center in Leavenworth Kansas. Pursuant to 38 USC 8127(d) and in accordance with Public Law 109-461, the Veterans Benefits, Health Care and Information Technology Act of 2006, this construction project is a competitive total set- aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSB). The project cost range is between: $5,000,000.00 to $10,000,000.00. The PSC code is Y1DZ. The North American Industry Classification Code (NAICS) for this procurement is 236220 with a small business size standard $36.5 million. This completion period includes final inspection and clean-up. For the purposes of this procurement, a concern is considered a small business if its annual average gross revenue, taken for the last 3 fiscal years, does not exceed the size standard stated above. The successful prime contractor must perform no less than 15 percent of the General Construction labor. Proposal submission instructions will be included in the solicitation package. HOW TO OBTAIN A COPY OF THE SOLICITATION --- All potential offerors, to include Prime Contractors, Subcontractors, Suppliers, Plan Rooms and Printing Companies should register in the System for Award Management (SAM) and Fed Biz Opps in order to view or download solicitations. This solicitation, with plans, specifications, and any amendments, will be published in electronic format as an Electronic Bid Set (EBS) at the Fed Biz Opps website, http://www.fbo.gov. There will be no printed hard copies or CD-ROM Disks provided by the agency. Interested parties can only access the solicitation, including any amendments, at the Federal Business Opportunities website, http://www.fbo.gov. The Government is not responsible for any loss of Internet connectivity or for an offeror s inability to access the document at the referenced website. Firms must also register as Plan Holders via the Internet at the above site in order to receive notification via email of any amendments to the solicitation or general announcements. --SYSTEM FOR AWARD MANAGEMENT (SAM) All potential sources must register in the System for Award Management. This is the Official U.S. Government system that consolidated the capabilities of CCR/FedReg, ORCA, and EPLS. There is NO fee to register for this site. All potential sources must be registered, and verified by the Contracting Officer, in order to be eligible for contract award.
