- DRAFT RFP SYNOPSIS OF PROPOSED CONTRACT ACTION PURPOSE Program Executive Office Command Control Communication -Tactical (PEO-C3T), Program Manager Tactical Radios (PM TR), Product Manager (PdM) Waveforms has a need for Software In-Service Support (SwISS) to provide Waveform Development Environment (WDE) Ecosystem, multiple waveforms (WF) and network services (NS). The purpose of this synopsis is to publicize notice of the proposed SwISS contract action in accordance with Federal Acquisition Regulation (FAR) 5.201 and Defense Federal Acquisition Regulation Supplement (DFARS) Subpart 205.2. The Government will issue a solicitation under full and open competition through the use of competitive procedures (FAR 6.101) to establish a multiple award indefinite-delivery indefinite-quantity contract (FAR Subpart 16.5). The Government's market research has determined the requirements of this proposed action cannot be met by a type of item or service customarily available in the commercial marketplace. Therefore, the Government does not intend to use FAR Part 12 for this acquisition. The intent of SwISS is to provide technical support, software development, enhancement, maintenance, and product improvements to US Government (USG) managed WF and NS software products. DESCRIPTION/SPECIFICATIONS/WORK STATEMENT The draft Performance Work Statement (PWS) is for informational purposes only. The PWS can be requested via email from the Contract Specialist, Gregg Martin gregg.g.martin.civ@mail.mil. PERIOD OF PERFORMANCE The anticipated contract includes a five year ordering period, plus a five year optional ordering period. The Government anticipates issuing separate orders for product development, enhancement, maintenance, product improvements, or procurement as required. The period of performance for those orders will vary depending on the nature and size of the work to be performed and will be specified in the associated order. PLACE OF PERFORMANCE Place of performance will be established on the individual order level. The Government anticipates the primary place of performance to be the Contractor's site. The Contractor may be required to perform work at Government sites when necessary and/or directed by the Government. INSTRUCTIONS, CONDITIONS, AND NOTICES TO OFFERORS The attached draft Request for Proposal (RFP) is provided for informational purposes only. REMARKS This notice is issued solely for informational purposes, and does not constitute an official RFP. The Government does not seek feedback or questions on this draft RFP at this time. The intention of this synopsis is to publicize notice of the proposed SwISS contract action. The Government is not seeking proposals at this time and will not accept unsolicited proposals. This notice does not commit the Government to contract for any supply or service. Respondents are advised that the Government will not pay for any information or administrative costs incurred. Interested vendors should continue to monitor FedBizOpps for the official release of the SwISS RFP.
