- SOLICITATION Solicitation attached. Not required to synopsize under FAR 5.101(a)(2). 36.204 -- Disclosure of the Magnitude of Construction Projects. (a) Less than $25,000. The offer of award will be made to the bidder whose quote, as determined by the Contracting Officer, provides the best value to the Government, considering but not limited to, such factors as price, past performance, and capability to accomplish this type of work. Offer Submission: To be considered responsive, bidders must submit a completed SCHEDULE OF ITEMS/BID SCHEDULE: on the attached page, PLANT MIX DESIGNS: Contractors are required to submit one, but encouraged to submit multiple mix designs they deem appropriate for the application. 1.
