- Draft PWS This is a SOURCES SOUGHT SYNOPSIS announcement; market survey for information only, to be used for preliminary planning purposes. No proposals are being requested or accepted with this synopsis. THIS IS NOT A SOLICITATION FOR PROPOSALS AND A CONTRACT WILL NOT BE AWARDED FRO THIS NOTICE. The U.S. Army Corps of Engineers (USACE) - Humphreys Engineer Center Support Activity has been tasked to solicit for and award for Armed Security Guard Services at the Humphreys Engineer Center Installation. A document describing the services required has been attached. The proposed contract will be Firm Fixed Price with a total estimated price of $10M over five years (base year plus four option years). The U.S. Army Corps of Engineers (USACE) - Humphreys Engineer Center Support Activity is seeking to identify qualified 8(a) firms who are capable and knowledgeable of executing similar work as described in the attached Draft Performance Work Statements (PWS) for the U.S. Army Corps of Engineers, Humphreys Engineer Center. It is estimated that a solicitation for Armed Security Guard services will be issued in September 2017. The purpose of this sources sought is to gain knowledge of interest and capabilities of qualified 8(a) firms who wish to compete and perform work as described in the attached Draft PWS. Sources Sought responses from other than qualified 8(a) firms will not be reviewed. The Government must ensure there is adequate competition among the potential responsive contractors. Under Federal Acquisition Regulation (FAR) guidelines, the prime contractor must have the capability to perform at least 50% of the contract work with his/her own employees. Prior Government contract work is not required for submitting a response under the sources sought synopsis. All interested parties must respond by providing a 2-3 page capability statement no later than 2:00 pm EDT on 23 May 2017. Electronic responses should be e-mailed to Tae Won (Terry) Eum at tae.w.eum@usace.army.mil and include: - Firm's name, address, point of contact, phone number, and e-mail address. - Firm's DUNS and CAGE Code - Firm's interest in bidding on the solicitation when it is issued. - Firm's capability to meet the requirements of the contract as stated in the Draft PWS. - Offeror's capability to perform a contract of this type (include firm's in-house capability and comparable work performed within the past 5 years) This sources sought is for informational and planning purposes only and does not constitute a Request for Proposal (RFP). It is not to be construed as a commitment by the U.S. Government. No award will be made as a result of this market survey. All information is to be submitted at no cost or obligation to the Government. The Government reserves the right to reject, in whole or in part, any private sector input as a result of this market survey. The Government is not obligated to notify respondents of the results of this survey.
