This is a combined synopsis/solicitation for commercial items prepared in accordance with the format in FAR 12 and 13, as supplemented with additional information included in this notice. Synopsis/Solicitation N0017817Q0050 is issued as a Request for Proposal (RFP). The synopsis/solicitation document and incorporated provisions and clauses are those in effect through the Federal Acquisition Regulation. This requirement is not eligible for small business set-aside. The Naval Surface Warfare Center, Dahlgren Division (NSWCDD), intends to procure on a sole source basis to X-COM System, LLC, for the following item: XPS-CMS-D Type D CMS -34475 Interface Cards, P/N: XPS-CMS-D (4 each). X-COM Systems, LLC is the original equipment manufacturer (OEM) and has proprietary rights for switches and devices currently installed in multiple sites. X-COM Systems, LLC holds a patent for the technology used in their switching systems and no other switch manufacturers can supply Naval Tactical Data System (NTDS) switching products that will interface with existing X-COM switch chassis, nor can they perform engineering services or repairs on these items. Please include shipping/freight cost to Dahlgren, VA 22448-5114 if applicable. Simplified Acquisition Procedures (SAP) will be utilized for award in accordance with FAR Part 12. The order shall be firm fixed price. All responsible sources may submit a capability statement, proposal, or quotation which shall be considered by the agency. In order to be eligible for award, firms must be registered in the System for Award Management (SAM). Offerors may obtain information on registration in SAM by calling 866-606-8220, or via the Internet at https://www.sam.gov. Quote is due 18 May 2017, no later than 12:00 p.m. EST with an anticipated award date by 30 June 2017.
