Description
NOTICE OF INTENT Award Number: AID-486-C-13-00004 - ASEAN Connectivity through Trade and Investment (ACTI) Notice Type: Notice of Intent The United States Agency for International Development in Indonesia (USAID/Indonesia) intends to award a contract modification to Nathan Associates, Inc. for a cost and time extension to an existing contract (AID-486-C-13-00004). Launching a competition at this stage of the activity would result in a duplication of costs and efforts, and unacceptable delays in fulfilling the agency’s requirements. The ACTI activity is a five-year activity whose objective is to help strengthen the Association of Southeast Asian Nations (ASEAN) as a regional institution that promotes economic growth through more inclusive and open economic policies and private sector-led investments in the region. As a program that works shoulder to shoulder with several ASEAN working groups and sub-committees, ACTI is also the principal apparatus through which the USG is able to implement the ASEAN-U.S. Trade and Investment Facilitation Agreement and is an essential mechanism for demonstrating execution of the high level foreign policy goals of the U.S.-ASEAN Connect Initiative. This extension for continued services under the present contract will supplement the program with resources needed to further the progress achieved to date and allow USAID to conclude a number of on-going, long-standing initiatives as well as continue to respond to the ASEAN Secretariat’s needs and maintain US strategic relationships. There are four current work streams of the current ACTI activity, which include substantial support for the ASEAN Single Window (ASW) platform. The statutory authority permitting the award without providing full and open competition is AIDAR 706.302-70(a)(2), which says that “full and open competition need not be obtained when it would impair or otherwise have an adverse effect on programs conducted for the purpose of foreign aid, relief and rehabilitation.” It further states in AIDAR 706.302-70(b)(5) that this authority may be used for an award for the continued provision of highly specialized services when award to another resource would result in substantial additional costs to the Government or would result in unacceptable delays.
