- (1) Action Code :SOURCES SOUGHT This is a Sources Sought Notice only. This is not a request for proposal, but a survey to locate potential sources. This Sources Sought does not constitute an Invitation for Bids, Request for Proposals, or a Request for Quotations, and is not to be construed as a commitment by the Government to issue an order or otherwise pay for the information solicited, nor is it a guarantee of a forthcoming solicitation or contract. It is for market research purposes only. Respondents will not be notified of the results of the evaluation. The purpose of this Sources Sought Notice is to gain knowledge of interest, capabilities, and qualifications of various members of industry, to include the Small Business Community: Small Business, Section 8(a), Historically Underutilized Business Zones (HUB-Zone), Service-Disabled Veteran-Owned Small Business (SDVOSB), Women-Owned Small Business (WOSB), and Economically Disadvantaged Women-Owned Small Business (EDWOSB). The Government must ensure there is adequate competition among the potential pool of responsible contractors. Objective: To find sources that are qualified to meet the supplies/services as listed in section 11B. Note that the specific requirements in section C are subject to change prior to the release of any solicitation. B. The government requires one (1) each particle mixer that is capable of mixing particulate feedstocks while providing surface modification and to increase shape uniformity. The process mixer for surface and shape modification shall meet the following characteristics: 1.The mixer volume shall be no less than 0.5 liters per batch 2.Motor power of at least 3.5 kilowatts. 3.Capable of reaching no less than 2,500 revolutions per minute. 4.The mixing vessel shall include a cooling jacket to control the temperature during mixing. 5.The design shall have a horizontal mixing vessel to maximize particle contact with the temperature-controlled sides and prevent mixing condition variations due to settling. 6.Provide enough energy to remove irregular edges to make the material more spherical without substantially damaging the particles resulting in a change of average particle size. 7.Provide enough energy to a mixture of particle sizes to produce larger particles decorated with small particles that exhibit a high interaction (i.e. the small particles remain attached to the large particles under typical mixing conditions) 8.The mixer size shall be no larger than a length of 2.4 meters, a height of 1.4 meters, and a width of 1 meters to fit into the laboratory space allocated for the equipment. 9.Run on 230 Volts; 60 Hertz power. 10.Provide sensors and controls to monitor rotation speed, mixing time, cooling jacket temperature, and the electrical load of the motor. 11.It is anticipated that one configuration of the mixer will use rotating blades, if so the blades shall be available in multiple gaps between the exterior wall to change mixing conditions. In addition, the blades shall have a wear resistant coating (e.g. Stellite-faced blades). 12.Include on-site start-up of the equipment and initial on-site training of at least one (1) day at Aberdeen Proving Ground, MD C. Responses: All interested parties should notify this office in writing, mail, fax, or e-mail within the posted date. Responses shall include: (I)To what extent each of the specifications can be met. Include your type of business (i.e. commercial, academia), whether your organization is classified as a large or small business based on the 750 Employee standard that accompanies NAICS code 332420. If a small business, you must also list any small disadvantaged status you hold [HUBZone, 8(a), Service Disabled Veteran Owned Small Business (SDVOSB), Women Owned Small Business (WOSB), Economically Disadvantaged Women-Owned Small Business (EDWOSB), etc.].
