- Initial Outfitting, Transition, and Activation (IOT&A) IDIQ Nebraska-Western Iowa Healthcare System, Omaha Medical Center VA701-17-N-0149 This request for information (RFI) is issued solely to determine the capability of eligible Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) and Veteran Owned Small Businesses (VOSBs) to provide the services identified in the attached Performance Work Statement (PWS). To be eligible for a set aside under VA s Veterans First Contracting Program, SDVOSBs and VOSBs must 1) be verified by the Department of Veterans Affairs (VA) as SDVOSB/VOSB, and 2) meet the small business size standard for NAICS 541614. Additional information on the Veterans First Contracting Program including verification instructions can be found at (http://www.va.gov/OSDBU/index.asp). A company that is not a small business under NAICS 541614 or not certified as an SDVOSB or VSOB by the VA Office of Small and Disadvantaged Business Utilization (OSDBU) in the Vendor Information Pages (VIP) database should not respond to this notice. This RFI is for planning purposes only and shall not be considered an Invitation for Bid, Request for Quotation, or a Request for Proposal. This request does not constitute a solicitation for proposals or the authority to enter into negotiations to award a contract. Additionally, there is no obligation on the part of the Government to acquire any products or services described in this RFI. Response to this RFI will be treated only as information for the Government to consider. The information provided may be used by the Government in developing its acquisition strategy. Interested parties are responsible for adequately marking proprietary, restricted or competition sensitive information contained in their response. The Government does not intend to pay for the information submitted in response to this RFI and parties responding will not be entitled to payment for direct or indirect costs incurred in responding to this RFI. The North American Industry Classification System (NAICS) for this requirement is 541614 Process, physical distribution, and logistics consulting services - with a size standard of $15 million. Generic capability statements will not be accepted or reviewed. Your response must address capabilities specific to the services required in the sample tasks listed in section d. below, and must include the following: Provide a summary of your technical capabilities to meet the sample tasks. Corporate experience or expertise in performing these services for projects of a similar size and scope. Include specific examples and references. Specific examples or references provided must include the agency, point of contact, general scope of work, dollar value, and contract number. Please identify in your response any of your firm s existing contract vehicles (e.g. GSA federal supply schedules) which provides for the tasks described below. d. Please provide capability statements for the sample tasks outlined below within the RFI response: 1. Comprehensive Management Support Services 2. Comprehensive Interior Design, and Space Planning Support Services 3. Comprehensive Furniture, Fixtures, and Equipment (FF&E Planning) Support 4. Acquisition Support Services 5. Concepts of Operations (CONOPS) and Transition Planning 6. Relocation Services 7. Warehousing and Warehousing Management Services 8. Installation and Testing Services 9. Training and Simulation 10. Technical Request for Information (RFI) Assistance 11. Facilitation Services 12. Final Turnover, Close-Out, and Post Occupancy Evaluation (POE) Services 13. Strategic Communication (STRATCOM) Support Services 14. Information Technology (IT) 15. Biomedical Planning, Execution, and Quality Assurance 16.
