- THERE IS NO SOLICITATION AVAILABLE AT THIS TIME. REQUESTS FOR A SOLICITATION WILL NOT RECEIVE A RESPONSE. This Sources Sought Synopsis (SSS) is in support of conducting Market Research performed by the United States Air Force, 17th Contracting Squadron, Goodfellow, AFB, TX to identify potential sources available for a proposed Firm Fixed Priced Service contract. The proposed North American Industry Classification System (NAICS) Code is 484210, Used Household and Office Goods Moving, the Federal Supply Code (FSC) is V003, Transportation/Travel/Relocation- Motor Pool and Packing/Crating: Packing/Crating. The proposed and corresponding small business Size Standard is $27.5 million in average annual receipts (sales annually), in accordance with 13 CFR § 121.104. The Government will use the information collected from this SSS to determine the best acquisition strategy for this procurement action. The Government is interested in all responsible businesses able to perform the undermentioned services. The Government requests that interested parties respond to this notice and identify your business status to the identified NAICS code (i.e. if your business is a Small Business, VOSB, WOSB, Large Business, etc.). This SSS is to notify companies that the U.S. Air Force is seeking sources to complete the following project: DESCRIPTION OF REQUIREMENT: The contractor will furnish all personnel, equipment, facilities, supplies, services, and materials, except as specified herein as government-furnished, for the preparation of the personal property of Department of Defense (DOD) personnel for shipment and/or storage and related services through the Direct Procurement Method (DPM). The scope of responsibility is listed in the Schedules and Performance Work Statement (PWS) attached. Further, the contractor will have the responsibility for inbound, outbound, and local area drayage affiliated with Goodfellow, AFB personnel. The attached PWS gives the scope of responsibilities in the following categories: 1. Pre-move surveys 2. Weighing of household goods and unaccompanied baggage 3. Time Requirements (concerning when the contractor will need to be available) 4. Preparation, packing, loading, and containerization of aforementioned weighed goods 5. Tagging, inventorying, and packing list 6. Appliance servicing and un-servicing 7. Needed containers and vehicles 8. Exterior markings on shipping containers 9. Necessary outbound documentation and movement DESCRIPTION OF REQUIREMENT: Packing, Containerization, and Local Drayage for the preparation of personal property of Department of Defense personnel for shipment and/or storage and related services. A continuing need is anticipated for these services, which is currently being fulfilled through current contract. DRAFT PERFORMANCE WORK STATEMENT: Please see attached, appendices are located at the following: http://www.ustranscom.mil/dtr/dtrp4.cfm POTENTIAL PERIOD OF PERFORMANCE: Base Year with five (5) option periods. LOCATION OF PERFORMANCE: Complete service outbound & inbound household goods: Service of packing, crating, drayage and delivery of household goods and baggage shipments, picking up, and delivering within a 75 miles from Goodfellow, AFB. In response to this sources sought, please provide: 1. Overview a. Name of the firm b. Point of Contact c. DUNS Number d. Cage Code e. Statement regarding small business status (including small business type(s)/certifications(s) such as SDB, 8(a), HUBZone, SDVOSB, WOSB, etc.) f. Corresponding NAICS codes the firm classifies under 2. Identify whether your firm is interested in competing for this requirement as a prime contractor or not if subcontracting, joint ventures, or teaming agreement would need to be pursued 3. Indicate any previous experience (whether prime- or subcontractor) on similar requirements. Please include the following information in previous experience information: Size and scope of contract/experience: If government contract, contract number/period of performance a. Complexity of the logistics of the work performed b. Timeframe of work performed c. List any other government or commercial contracts performed for similar work d. Pertinent certifications that will facilitate making a capability determination such as a DD Form 1811. 4. Information to help determine: a. Pricing information (e.g. market pricing, catalog pricing, etc.) b. Delivery schedules c. Customary terms and conditions for such requirements d. Industry standards for warranties e. Any other industry standard that will help encompass and crate a comprehensive packing and crating requirement 5. Identify any condition or action that may have unnecessarily restricted competition with respect to the subject acquisition. If you believe that this action is unreasonably restricting competition, include "RESTRICTING" in the subject line of the response-email. In the e-mail, please include specific aspects that unreasonably restrict competition and the rationale for such conclusion. The Government will not pay for any material provided in response to this market research, nor will the government return any data provided. All interested business concerns are required to respond to this sources sought announcement by email Not Later Than 24 May 2017, 4:00 pm Central Standard Time. Responses shall not exceed eight (8) pages and must include a company point of contact, email address and telephone number. The information received in response to this announcement will be used to finalize the acquisition strategy for this requirement.
