- SYNOPSIS: IRRADIATION SERVICES ON ELECTRONICS AND MATERIALS This synopsis is issued in accordance with FAR 5.101(a)(1) and FAR 5.207. This proposed action is for the procurement of irradiation services on electronics and materials. The Government intends to solicit and negotiate with only one source under the authority of FAR 13.106-1(b)(1). This proposed procurement will be a sole source award under North American Industry Classification System Code (NAICS) 541380: Testing Laboratory. Business size standard for NAICS 541380 is $15 million. PSC code: 5860: Stimulated Coherent Radiation Devices, Components, and Accessories. Delivery Schedule: 22 May 2017 - 21 May 2018 Delivery Destination: AFIT/ENG 2950 Hobson Way, Bldg 640 Wright Patterson AFB, OH 45433-7765 Requirement: Contractor will provide radiation support services, including providing radiation from a reactor neutron and a gamma source and technical staff support, for conducting radiation damage and detector analysis experiments. The proposed source is The Ohio State University Nuclear Reactor Lab, 1298 Kinnear Road, Columbus, OH 43212. The Ohio State University Research Reactor (OSURR) is a unique facility with the staff to generate the conditions necessary to perform the planned experiments. Although other reactors and gamma sources are available in the United States, the OSURR's proximity to AFIT make it a unique resource for the planned experiments and allows for the required transfer of samples and personnel to perform several experiments without shipping or travel costs. The neutron and gamma sources sufficiently characterized to determine detector performance. Radioactive decay mechanisms following irradiation make proximity to our AFIT laboratories necessary, as radiation processes will not linger sufficiently to conduct post-irradiation analyses long after irradiation. The Government will award a contract to the responsible Offeror whose offer conforms to the solicitation and is most advantageous to the Government, price and other factors considered. Technical Capability and Price will be used to evaluate all offers. The Department of Defense (DoD) has determined the System for Award Management (SAM) to be the single point of DoD registration for contractors who conduct business or who are interested in conducting business with the government.
