Description
This is NOT a Request for Proposal (RFP). This is a notice of the Government's intent to issue a sole source award contract extension to MetalCraft Marine, Inc. to extend the contract period of performance by three (3) one (1) year ordering periods and provide one (1) additional Long Range Interceptor - II (LRI-II) for the United States Coast Guard (USCG) Boats Acquisition Program. The USCG announces its intent to enter into a contract extension on a sole-source basis with MetalCraft Marine, Inc. under the authority of 10 U.S.C. 2304(c)(1): Only One Responsible Source and No Other Supplies or Services will Satisfy Agency Requirements. The anticipated contract extension will be three (3) additional one (1) year periods. The specific requirements that make the LRI-II craft the only cutter boat and Metal Craft Marine the only contractor capable of satisfying these requirements are the interface requirements with the NSC stern notch launch and recovery system. The cost of developing a new LRI-II design for one (1) additional boat would be cost prohibitive for the USCG due to the lack of operational experience needed to refine the details of the boat and a lack of standardization, creating increased costs for sustainment and negatively impacting training and maintenance programs. Respondents are advised that the USCG will not pay for any information or administrative costs incurred in response to this notice. All costs associated with responding to this notice will be solely at the responding party's expense. This notice of intent is NOT a request for proposals or quotations. Information received will be considered solely for the purpose of determining whether conducting a competitive procurement is in the best interest of the Government.
