Description
Defense Logistics Agency (DLA) Energy anticipates issuing a Request for Proposal (RFP) within the next 60 days. The Defense Logistics Agency (DLA) Energy seeks business sources to perform Government-Owned, Contractor-Operated (GOCO) fuels management services at Naval Base (NB) Ventura County, CA, using best commercial practices. The Contractor will ensure safe, accurate, and timely receipt, storage, transfer, issue, and accountability of all Defense Working Capital Fund-owned petroleum products and cryogenic products under their control. The Contractor will perform required maintenance to ensure facilities, associated systems, vehicles, and equipment remain operational to meet the base mission. The Contractor will comply with environmental protection, safety, and security directives. The Contractor shall conduct all necessary fuels and cryogenics operations to support base operations, deployments, exercises, and contingencies under normal conditions as well as during periods of heightened security, inclement weather, or other unique situations. Operations must be safely and efficiently conducted to receive, store, transfer, issue, and account for products with appropriate controls to ensure fuel/cryogenic quality, maintain inventory accuracy, and ensure no environmental impact. DLA Energy, Army/Navy Optimization, Aircraft Refueling & Misc. Domestic Large Purchases Branch, seeks potential sources to perform services to include alongside aircraft fuel delivery, operation and maintenance of bulk fuel facilities, inventory accountability, fuel operations, product receipts, bulk product issues, automated dispensing key management, product quality and environmental compliance at NB Ventura County, CA. Interested firms should be able to provide all personnel, equipment, tools, materials, supplies, and supervision necessary to receive, store, issue, maintain quality, and account for petroleum products. No government equipment will be provided to the contractor at the GOCO site. The Contractor shall employ best commercial practices and guidelines in accordance with all applicable federal, state and local regulations. The NB Ventura County fuel facility is a system consisting of bulk storage, direct refueling system and automated service station pumps supplied by vaulted ground fuel tanks. Aviation and ground fuel facilities managed by NB Ventura County are widespread over three geographically separated areas, the Point Mugu Site, the Port Hueneme Site, and Naval Outlying Landing Field (NOLF) San Nicolas Island. A Pre-Proposal Conference will be conducted at NB Ventura County, CA by DLA Energy at a later date. The date and time of the conference will be provided in the forthcoming solicitation. The Government will award one firm fixed price contract following Source Selection procedures IAW FAR 15.101-2. The period of performance is four years with one five-year option period. The North American Industry Classification System (NAICS) Code is 493190 and the dollar value is $27.5 million. Contract award is subject to FAR 52.222-41, The Service Contract Labor Standards (formerly known as the Service Contract Act of 1965). Any information provided to the Government as a result of this notice is voluntary. The Government will not pay for any information submitted in response to this notice. All responses to this notice are to be submitted by 1:00 p.m. local Ft. Belvoir, VA time on June 15, 2017. Only responses submitted via e-mail will be considered. Provide a company profile to include the number of employees, annual revenue history for the last 3 years, office location(s), DUNS/CAGE Code number, and a statement regarding current business status. Please note that registration in the System for Award Management (SAM) is required for DLA Energy contractors. 2. Capability of qualified and experienced personnel, with appropriate clearances, if required. 3. Past Performance: Do you have past performance as a prime contractor or subcontractor on service contracts for similar alongside aircraft refueling requirements? If so, please provide the following: Contract Number, name of Government Agency or Commercial Entity, Period of Performance, Dollar Value, Type of Contract (Fixed Price, Cost Reimbursement, etc.), and an explanation of services provided as they relate to GOCO fuel management. If your firm acted as subcontractor or joint venture, name the prime contractor or other party, the specific work performed and percentage. Address any past performance problems, and resolution taken. 4. Do you anticipate any type of teaming arrangement for this requirement? If yes, please address what kind of arrangement and what percentage of work, types(s) of service would you perform. 5. Does your company have experience with Service Contract Labor Standards (formerly Service Contract Act of 1965) covered contracts? Does your company have experience with Collective Bargaining Agreements (CBAs) or Company Agreements (specific to Overseas Locations)? Please explain any experience your company has had with labor unions. 6. Does your company have the financial capability and financial stability, and or adequate lines of credit to purchase fuel trucks and sustain and support a four-year contract (9 years with options) in the event there are delays with the payment process? 7. What realistic phase-in period would you require to commence performance with personnel, equipment, and materials?
