- 4/20/2017 - Inital Posting: U.S. Customs and Border Protection (CBP) contemplates a solicitation of offers in response to a future Request for Proposal (RFP) HSBP1017R0029 for National Recruitment & Hiring. An Executive Order issued on January 25, 2017, Titled: "Border Security and Immigration Enforcement Improvements," directed that all appropriate action be taken for CBP to hire 5,000 border patrol agents. The requirement is to conduct recruiting and to support hiring activities (including but not limited to applicant testing, screening for suitability, and application process streamlining) for thousands of Border Patrol Agents over the next several years. Competitive offerors will be able to provide research and analytics driven marketing, advertising, and recruitment services. The requirement will include the development of targeted marketing and advertising campaigns, and of recruitment strategies that effectively identify top-quality applicants who can meet very challenging standards and requirements related to integrity, conduct, physical fitness, and analytical skills. The RFP posting date has not been set but is anticipated in the coming weeks. 5/12/2017 - Update: Attached is the draft statement of objectives (SOO) for the anticipated CBP National Recruitment & Hiring acquisition. The draft SOO was developed in part based on responses received from the request for information (RFI) "CBP-HRM-RFI" that closed on March 20, 2017. The purpose of posting the draft SOO is to afford the vendor community an opportunity to provide feedback on the requirement before the request for proposal (RFP) is issued. CBP is still developing the acquisition strategy and anticipates finalizing the acquisition strategy after reviewing the responses received to this notice. No date for the RFP issuance has been set. Interested parties can email their questions and comments on the draft SOO to PROC-MSCD@cbp.dhs.gov by Friday, May 26, 2017.
