Description
1. This order selection decision document covers the acquisition of KCI VAC Ulta Therapy Units for delivery to Naval Medical Center San Diego, CA. Delivery lead time is 14 days ARO. ECAT cart number for this action is 01232017-1105322092011/ requisition number N626457017E017. 2. In accordance with the guidance as outlined in FAR Part 8 and DFARS 208.405-70 which specifies competition rules for orders valued above the Simplified Acquisition Threshold, the above requirement was solicited via an RFQ to two current vendors in the ECAT Equipment Program. 3. The requirement was sent to all known vendors currently holding KCI supplies on an ECAT equipment contract May 9, 2017, with the date and time set for receipt of quotes of May 12, 2017, 3 p.m. EST. 4. The item was selected by the Clinical Engineer at the Naval Medical Logistics Command for use with patients at the Naval Medical Center San Diego. In addition, the unit integrates, allows for both installation of fluids and negative-pressure wound therapy for chronic, acute, traumatic, subacute and dehisced wounds, partial thickness bums, ulcers, flaps and grafts. Other factors for this limited source justification is only one manufacturing source is capable of providing the supplies or services required at the level of quality required. There were numerous suppliers evaluated who offer NPWT systems but only the KCI USA system is capable of medicine integration. Another vendor offered a similar system but it did not have FDA approval or indication of use on open abdominal wounds. This requirement meets the needs the best and is supported by Naval Medical Logistics Command. No additional costs for user training and installation of the unit are warranted. The KCI unit is the only model that will meet the clinical and technical requirements of the Naval Medical Center San Diego. 5. An award to Beacon Point Associates is in the best interest of the Government. The best and final response to the RFQ was as follows: Beacon Point Associates (BPA): $278,212.00 not including DLA TS CRR, Delivery: 14 days ARO.
