- The United States Department of Agriculture (USDA)/Animal Plant Health Inspection Service (APHIS)/ School of Forestry & Wildlife Services at Auburn University in Alabama intends to award a sole source, five-year Lease Agreement to the South Alabama Regional Airport Authority, to provide a 2,500 square foot airport hangar storage unit for the housing of a helicopter. This procurement is being conducted in accordance with Federal Acquisition Regulation FAR 13.106-1(b)(1) and The statutory authority is 41 U.S.C. 253( c )(1) The property or services needed by the executive agency are available from only one responsible source and no other type of property or services will satisfy the needs of the executive agency. The Airport Authority has facilities specifically for Official-Use for local police, fire and sheriff's departments, as well as various other Federal, State and local governmental agencies. This helicopter, owned by The School of Forestry & Wildlife Services, is to be used only for official government business. Only the South Alabama Regional Airport Authority has the space requirements for an obstacle-free area for a helicopter to land and takeoff, along with the support of 24 hour security personnel, access to fuel, and attendants supplied for government agencies. This Notice of Intent is not a request for competitive proposals. No solicitation documents are available and telephone requests will not be honored. However, if a firm believes it can meet the requirements it must furnish information about its services, as well as three (3) references from other government customers who are using similar services in the Auburn, AL area to the Contracting Officer by 4:00pm. (MT) on the closing date of this notice. Supporting evidence must be furnished in sufficient detail to demonstrate the ability to comply with the above requirement. The North American Industry Classification System (NAICS) code for this acquisition is 493110, and the Small business size standard is $ 27.5Mil. Responses received after the response date or without the required information will be deemed nonresponsive to the synopsis and will not be considered.
