- Draft STS PWS Solicitation Number: W56HZV-16-R-0086 ACC-Warren intends to release a Request for Proposal (RFP) for the requirement identified below. This is advanced notice of ACC-Warren's intent to solicit this effort for a period of 30 days. Attachments: Draft PWS, Updated 05/15/17 Requirement: Systems Technical Support for the current Army Watercraft fleet Period of Performance: Anticipated five ordering periods for 60 months of service. Extent of Competition: Anticipated competition is Full and Open Task Order Small Business Requirement: Anticipated 20% Small Business Subcontracting requirement. NAICS Code: 541330 Incumbent: None Release of RFP: Anticipated October 2017. ------------------------------------------------------------------------------------------------- Please review the attached material and respond to the following questions (Negative responses are requested): 1. Is your company capable of providing this work? If so, are you a large or small business under NAICS 541330? 2. Describe your company's ability to perform all of the following efforts as a prime contractor: a. Technical Investigations on military vessels b. Design and development of modifications (ECPs / MWOs) for Army or Navy vessels c. Application of modifications to Army or Navy vessels d. Perform all STS services such as listed in the attached DRAFT Performance Work Statement C.2.1. 3. Identify a maximum of four recent/relevant contracts (within the last three years) in which your company has provided all of the support described in paragraph 2. Please include relevant scope references with your response. 4. What percentage of the entire STS work effort do you anticipate will be provided by your company? What percentage of the entire STS work effort will be provided by subcontractors? 5. Will your company be interested in submitting a proposal? If your answer is "No", please explain. 6. Is a 20% Small Business Subcontracting requirement feasible for this type of effort? If not, what do you consider feasible? If you think the subcontracting requirement should be higher, what is your recommendation? There will be NO Q&A period for this market research. Comments received will be considered regarding any finalization of the attached documents prior to the final release of the RFP. No contract will be awarded from this announcement. This is not a Request for Proposal (RFP) or an announcement of a forthcoming solicitation, nor is it a request seeking participants to be placed on a solicitation mailing list. Responses to this Sources Sought RFI is voluntary and no reimbursement will be made for any costs associated with providing information in response to this market survey and any follow-on information requests. Data submitted in response to this market survey will not be returned and will be used for planning purposes. This advance draft of the PWS is intended to afford contractors an opportunity to provide comments regarding this effort to the Contract Specialist, Mr. Derek Dycio, derek.m.dycio.civ@mail.mil, and Contracting Officer, Mr. Richard Harris, richard.l.harris197.civ@mail.mil.
