Description
This Request for Information (RFI) is for information and planning purposes only. This is not an Invitation for Bid or a Request for Proposal and is not to be taken as a commitment by the Government to issue an order or otherwise pay for the information solicited. The Government shall not be liable for, or suffer any consequential damages for, any technical information (e.g., limited and/or restricted rights) submitted in response to this RFI. The Joint Project Lead for Special Operations Forces Rapid Capability Development and Deployment (SOF RCDD) under the Joint Program Executive Office for Chemical and Biological Defense (JPEO-CBD) is issuing this request as a means of conducting a Market Survey to identify parties having interest and the resources to support the development/production of a capability to protect the interior of select rotary and fixed- wing the airframes (MC-130, MH-47, and CV-22) from incidental cross-contamination. Tactical, special operations aircraft represent high-demand, low-density warfighting assets that maintain the potential for inadvertent, cross / interior contamination from chemical biological (CB)-contaminated personnel and equipment under transport. The loss of any single asset due to a CB contamination event would result in the effective loss of the affected asset for immediate, follow-on operational employment. As such, any interior airframe protective system shall allow SOF to sustain tactical aviation operations with a focus on regeneration of multiple, intra-theater, aircraft sorties. The subject system shall be comprised of three components: a barrier, a blower, and a filter assembly. The barrier will be erected inside of transport airframes (MC-130, MH-47, and CV-22) to allow for safe transport of contaminated personnel and equipment while protecting the aircraft and aircrew from possible cross contamination from liquid, vapor, and aerosol CB contaminants. A negative pressure environment is expected to ensure any off-gas of contaminants goes into the filter and is pulled away from the Warfighters and aircrew. The system needs to be easily operated and monitored for acceptable performance while in MOPP IV. The system shall be compatible with a 463L pallet and able to be installed quickly by no more than two warfighters. It shall also have the capability of interfacing with organic aircraft power or have a self-sustaining power source. The system will need to pass all requirements for Safe-to-Fly certification for the specific airframe/s for which designed. Respondents are encouraged to submit the following to this RFI: 1. Description and maturity level of technologies and concepts 2. Any available design concepts 3. Any available test reports or other documentation to support technology and design concepts 4. Availability of product 5. Use of product (i.e. where and how it is currently used) 6. Unique manufacturing requirements, manufacturing location, manufacturing readiness level 7. Price of technologies and concepts 8. Company name, address, identification of business size (less than 500 employees shall be considered small), and point of contact information (name, phone number & email address) Response to this market survey is due by 5pm (EST) 14 June 2017, to be submitted via email to: Tara Bell, tara.e.bell@usmc.mil.
