Description
The Robley Rex VA Medical Center has a requirement for construction services for a contractor to provide all labor, material, equipment and expert supervision necessary to remove the existing fire alarm structures and perform construction services to replace the existing system. Work shall include but is not limited to electrical, fire protection, fire alarm, communications and systems work and certain other items to successfully complete project 603-16-101. The overall intent of the project is to upgrade the campus communications regarding the fire alarm systems and to replace the existing cooper wire backbone with a fiber backbone. The new system will be an upgrade from the CPU smart to a fiber interconnectivity as well as replace all dumb components served off adjacent smart CPU with new smart CPU panels. NAICS code 238210 is applicable to this requirement. The small business size standard is $15M. This project is a 100% set-aside for Service Disabled Veteran Owned Small Business (SDVOSB) concerns under the authority of 38 U.S.C section 8127 (d). All eligible SDVOSB s must have an active listing in the System for Award Management (SAM) at www.sam.gov and the Center for Verification & Eligibility (CVE) www.vetbiz.gov at the time of offer submission as well as prior to award. In addition, the SDVOSB will be required to submit evidence of registration with VETS100. The solicitation will be available for download on or before May 30, 2017. This project will be procured in accordance to Federal Acquisition Regulation (FAR) Part 14, as a Seal Bid. The prospective awardee must be deemed both responsive and responsible in order for an award to be made. The Contracting Officer will determine an Offeror s responsibility in accordance to Federal Acquisition Regulation (FAR) Part 9. An Offeror s responsiveness will be determined based on the following: In order to be considered responsive, a bid must be: received, opened, and not rejected at the time and place set forth in the invitation for bids; conform to the specifications, terms, and conditions set forth in the invitation for bids (IFB); and the most advantageous bid considering only price and other price-related factors set forth in the invitation for bids (fair and reasonable price). Bidders should be given a chance to cure any deficiency resulting from a minor informality or irregularity. These deficiencies are usually a matter of form. For instance, minor deficiencies may include: bid not signed; failure to acknowledge receipt of an amendment; wrong number of copies of the bid; missing attachments (financial statements, compliance reports, certificates, licenses, etc.); missing information in the company profile (bidder's identification number, number of employees, client references, etc.) In addition to the requirements above, all prospective awardees for construction must be able to demonstrate an Experience Modification Rate (EMR) of less than one (1). This information must be provided by the Offeror s insurance company. The EMR is a numeric representation that is used to gauge both past cost of injuries and future chances of risk. The estimated cost of construction is between $500,000.00 and $1,000,000.00.
