- DRAFT J.2 Section C-N - PWS (4-21-17) DRAFT J.1 Section C - PWS DLA Distribution has a requirement to provide warehouse and distribution support services for the establishment and operation of a Contractor Owned Contractor Operated (COCO) distribution center in Bahrain, identified as DLA Distribution Bahrain, Southwest Asia. The requirement will be advertised under solicitation SP3300-17-R-5010. The scope of this requirement includes all facilities, all management, personnel, and supervision, in addition to material, tools, equipment, transportation and any other items and services not government furnished to meet the requirements of the Performance Work Statement (PWS). Note: Sources Sought, SP330017SS5010, indicated that the requirement might include COCO efforts in Oman. This requirement is no longer anticipated to be included in the RFP. DLA Distribution Bahrain's primary mission is to manage and execute efficient and effective receiving, storage, inventory, packaging, Care of Supplies in Storage (COSIS), stock control, stock selection, issue processing, packing, shipping, and distribution of repair parts and secondary items in support of local, and worldwide customers. The contractor will utilize the Distribution Standard System (DSS) warehouse management system. The requirement is for an Indefinite Delivery Indefinite Quantity contract with an anticipated five-year ordering period. The first task order will be issued with a twelve month period of performance, inclusive of a four month phase-in period. The estimated task order period of performance (PoP) dates for this requirement are shown below. PoP Dates: Performance Period 1: 01 March 2018 - 28 February 2019* Performance Period 2: 01 March 2019 - 29 February 2020 Performance Period 3: 01 March 2020 - 28 February 2021 Performance Period 4: 01 March 2021 - 28 February 2022 Performance Period 5: 01 March 2022 - 28 February 2023 *Includes 4 month phase-in This requirement will be solicited as an unrestricted full and open competition basis under FAR Part 15, Contracting by Negotiation. It is anticipated that contract award will be made during February 2018.. The NAICS code and Size Standard are 493110 and $27.5 million, respectively. All documents related to this notice will be posted to the Federal Business Opportunities website. Prospective offerors are cautioned concerning their responsibility to access the website for any amendments/modifications and/or solicitation postings related to this pre-solicitation notice. There will be no advance notification of amendment/modification/solicitation issuance. Prospective offerors are advised to consult the website frequently to check for the issuance of amendments/modifications and/or solicitations. The tentative timeframe for issuance of the Request for Proposal (RFP) for the above stated requirement is on or around the week of June 12, 2017. A pre-proposal conference is scheduled to be conducted on June 20, 2017.
