- Market Research Questionnaire THIS IS A SOURCES SOUGHT NOTICE FOR INFORMATION AND PLANNING PURPOSES ONLY. This is not a solicitation. This is not a request for proposal and is not to be construed as a commitment by the United States Government (Government) to evaluate or purchase any goods or services. The Government will not reimburse for information requested nor will it compensate any respondent for any cost incurred in developing information or materials furnished in response to this sources sought notice. Information received as a result of this notice will become part of the Government's market research and used to determine interest and capability of potential sources. All information received will be protected and safeguarded as Source Selection Sensitive Information in accordance with Federal Acquisition Regulation (FAR) 3.104, Procurement Integrity. The applicable North American Industry Classification System (NAICS) Code for this requirement is 722310, Food Service Contractors / Vendors, with a corresponding size standard of $35.5M. A formal Request for Proposal is anticipated to be posted on or about 08 June 2017 as a result of this request for information. For the formal Request for Proposal anticipated to be published, only those proposals from vendors which are registered in the System for Award Management (SAM) will be considered. All interested vendors may register at www.sam.gov under the North American Industry Classification System (NAICS) code 722310. The Government plans to consider all information submitted in response to this Sources Sought Notice. DESCRIPTION: The George C. Marshall Center in Garmisch-Partenkirchen, Germany, is in the process of determining the acquisition strategy to re-compete a non-personal services contract for the Marshall Center Dining Hall (MCDH). The contract currently operating is an indefinite delivery/indefinite quantity contract with firm fixed unit pricing, with a 12-month base period of performance and four each, 12-month option periods of performance. Within each period of performance, Task Orders are issued specifying the number of meals required. Approximately 75,000 meals are served annually. The contract value of the base period and all exercised option periods equates to approximately $11.5 million. The contract number for the current contract is HQ0236-12-D-0001. For this re-competitive requirement, the successful Contractor shall provide all personnel, supplies, materials, supervision, transportation and equipment necessary to operate and manage a full service dining hall. This requirement may involve but is not limited to the following operations, systems and tasks: procuring, storing, serving and replenishing food; handling food, supplies, and equipment; providing and operating a Point of Sale System; cleaning the facilities including but not limited to the dining rooms, bathrooms, kitchens, walk-in food storage containers, walk-in refrigerators and freezers, food preparation areas, Government furnished equipment / property, utensils, windows, employee common areas and outdoor sidewalk and stairs of the dining hall; collecting, separating and organizing recyclable material such as paper, plastics and glass and collecting, separating and organizing the disposal of refuse and grease; bussing tables in the dining areas; providing and maintaining a commercial Wi-Fi internet connection; and maintaining quality control. A formal Request for Proposal (RFP) for this re-competitive requirement is anticipated to be published on or about Thursday, 08 June 2017. Please note: This is an estimated posting timeframe. It is the responsibility of the interested parties to monitor the Federal Business Opportunity website at www.fbo.gov for all subsequent postings. A draft Performance Work Statement (PWS) will be posted in conjunction with the formal Request for Proposal to provide the size, scope, and complexity of this requirement. The Government anticipates making award notification on or about 21 August 2017, with the contract's base period of performance commencing approximately 30 days later. Upon award notification, the Contractor may commence transitioning with the current Contractor for a period not to exceed 90 days. Contract will consist of one each (1 EA) base period of 12 months, and four each (4 EA) option periods of 12-months. In order for the Contracting Officer to make a determination for any acquisition, there must be a reasonable expectation that offerors can satisfactorily perform contract requirements and that award will be made at fair market prices. The Government believes it is mutually beneficial to all parties if this determination is made as early as possible in the acquisition process. If your firm intends to submit a proposal as a Prime contractor for this re-competitive effort, please see Attachment 1, Market Research Questionnaire and respond to the questions and information requested within it regarding your company's experience, capabilities, and intentions. The Government is not requesting technical and/or management proposals at this time. Your response will be used solely for the market research purposes in the formulation of the acquisition strategy. All information related to this Sources Sought announcement as well as any subsequent procurement notifications will be posted on FedBizOpps (www.fbo.gov). All information related to this procurement will be available on this website through the date of any award. All interested vendors capable of providing these services are encouraged to respond to this Sources Sought announcement by responding to the inquiry and questions listed in Attachment 1_Market Research Questionnaire by submitting their responses to Steven Dyer by 26 May 2017, 2300 Central European Summer Time (CEST) at steven.dyer@marshallcenter.org. Please send your response and/or supporting information in Adobe Acrobat Portable Document Format (PDF). Proprietary processes or data must be clearly marked and documented as such. Respondents will not be notified of the results of any government assessments. The information received will be utilized to assist in formulating the strategy for competitive procurements. This is not a formal Request for Proposal (RFP), and no contract will result from this notice, nor does it commit the Government to any acquisition for these services. The internet and e-mail shall be used as the primary means of disseminating and exchanging all information. Hard copies of documents posted on FedBizOpps (www.fbo.gov) will not be made available. The Government will provide an email confirmation acknowledging receipt of information submitted.
