- AFLCMC/WLNK (C-130 AMP Branch) 2275 D Street, Bldg. 16, Room 0102 Wright-Patterson AFB OH 45433-7222 Subject: Synopses of Proposed Contract Actions - Identification Friend or Foe (IFF) AN/APX-119 Transponders for ADS-B Out on C-130 Aircraft Product or Service Code: 5841 Proposed Solicitation Number: FA8625-18-R-2006 Closing Response Date: 30 Mar 2017 Contact Point: AFLCMC.WLNK.ContractingAMP@us.af.mil Contracting Officer: Angela Dial Contract Award Dollar Amount: TBD Contract Award Date: On or around 1 Dec 2017 Contractor: Raytheon 6260 GUARDIAN GATEWAY ABERDEEN PROVING GROUND, MD 21005 Description: The Government requires the following units from Raytheon: • QTY 260: P/N 4079100‐0530 APX-119 IFF Transponder • QTY 326: P/N 4079100-0522 APX-119 IFF Transponder Estimated Delivery Schedule: • Delivery Location: TBD • Approximately 95 APX-119 IFF Transponders will be upgraded from P/N 4079100‐0514 to 4079100‐0530 with estimated deliveries between 1 Aug 2018 and 31 Sep 2018. • Approximately 34 APX-119 IFF Transponders, P/N 4079100‐0530, will be purchased new with estimated delivery in Dec 2018. • Approximately 81 APX-119 IFF Transponders will be upgraded from P/N 4079100‐0514 to 4079100‐0530 with estimated deliveries between Sep 2019 and Dec 2019. • Approximately 50 APX-119 IFF Transponders will be upgraded from P/N 4079100‐0514 to 4079100‐0530 with estimated deliveries between Dec 2019 and Feb 2020. • Approximately 326 APX-119 IFF Transponders, P/N 4079100‐0522, will be purchased new with estimated delivery between Dec 2018 and Oct 2019. Contract Period of Performance is expected to be 1 Dec 2017 to 28 Feb 2020. Place of Contract Performance: Contractor Facility Set-aside Status: No set-aside used. Sole Source Contract Award to Raytheon. Statement of Reason for Sole-Source Award to Raytheon: The Government has a requirement for Raytheon APX-119 IFF Transponders, Part Number: 4079100-0530, and Raytheon APX-119 IFF Digital Control Panels, Part Number: 4079100-0522. Raytheon is the only vendor capable of providing upgraded and new Transponders because they are Original Equipment Manufacturer (OEM) and own the data rights to all versions of the APX-119 transponder and the rights to the software/firmware needed to upgrade APX-119 transponders from Part No. 4079100‐0514 to Part No. 4079100‐0530. All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the C-130H AMP Branch.
